Spotlight Organization are major antagonists in To Be Hero X. They are an organization of terrorists who aim to create villains made from Fear Value designed to fight the heroes of DOS.

• Liu Zheng (leader): Father of the hero Queen, he is secretly the leader of the organization, unbeknowst to his daughter.

• Enlighter: A former hero who attempted to expose Nice (who was replaced Lin Ling).
• Cheng Yaojin: He is the former boss of Lin Ling later known as the Commoner. He was infected by the Fear value which he was sent to defeat him under the identity of Nice.
