He is one of both Butters' abusive parents who alongside his wife Linda personifies the stereotype of a authoritarian parent who adopts the authoritarian parenting style as his way to educate Butters. He's hot-tempered, controlling, toxic, strict and harsh father who frequently grounds his son for little to no reason, tried to sell him to Paris Hilton for $250 million, gave him a brutal beating for cursing them out over the phone (it was actually Cartman pretending to be Butters), locked him in the basement and tried to feed him a dead woman's body (as he thought Butters was a reanimated, undead entity). He is one of Butters' arch-nemesis, the other being Linda and he's also the oppressive and tyrannical patriach of the Stotch Family.
He is close to a closeted homosexual or bisexual who abuses and bullies his son whenever he has 'bicurious' traits (even sending him to a straight camp with a very high suicide rate). Not to mention being physically abusive, according to Linda he handles all of Butter's punishments. He often belittles him and berates him for minor offenses such as (which he probably did but blamed Butters anyway) mixing up things in the pantry, sometimes to make him receive the punishment he deserves.
There is some debate over whether Stephen really cares for his son - while he will go to extreme methods to help him, even trying to bring him back from the dead in "Marjorine". Stephen has been shown to sometimes care about Butters, but often treats him very harshly, though he claims he does this for Butters' own good. At times, though, it seems Stephen's bullying is simply a hobby and a form of entertainment he has, as seen in "The Ungroundable". He and his wife does have remorse for their actions when they made a mistake for their son. He regretted when he didn't let his son get inside the house as well Butters was hospitalized after got severely injured by Trent Boyett.
He is good friends with the other dads of the South Park Boys such as Randy Marsh, Gerald Broflovski and Stuart McCormick when they go out to drink some beers.
In "Proper Condum Use", Stephen and his wife, Linda attended a parent meeting with the Marsh family. He and the other parents witnessed Stan beating off the dog in front of them, causing both Randy and Sharon grounding Stan for 10 months (even worse than the time Stephen and Linda grounds Butters).
In "Fun With Veal", Stephen and the other parents grounded the South Park boys (which includes his son, Butters) for stealing baby calves and defying them when he agreed with Sheila Broflovski the boys got "some serious grounding time to start" as well he agreed with Gerald Broflovski about terrorism is never the answer when the boys still defied their parents.
In "Going Native", Stephen and his wife, Linda were called by Principal Victoria of Butters' misbehavior towards his friends and teachers. Stephen was about to ground Butters, but he defied his parents.
In "Child Abduction Is Not Funny", Stephen and his wife, Linda witnessed Tweek was abducted, causing them to be worried that their son, Butters would get abducted too. So they bought a child tracker to force Butters to wear it like the others kids. Later, Stephen and Linda went to Butters' school (which stated by Stan it is worse than child tracker). He and his wife argued with the Tweaks when they are always been the "shifty-eyed ones".
In "Eat, Pray, Queef", Stephen (while smoking his pipe and reading a newspaper) worried when his son Butters came home because a girl queefed at his face at school, causing his son to get sick. He contacted Randy and explained Butters' situation when he got sick from a queefing abuse. He and the other parents attended to parent-teacher meeting the queefing abuse much of the men's dismays, but the women (including Stephen's wife, Linda) thinks queefing is funny which is not due to Butters got sick. After his son became a victim to this queefing, he and the men (including the South Park boys) team up to rid the world of queefing and return Terrance and Phillip by using farts and a photograph of his son being sick after he got queefed, which ended up into a success.
In "The Losing Edge", he is a baseball coach of the South Park Little League Baseball Team although his son, Butters and his friends hates baseballs. Butters saids Stephen always told him "it's okay to lose. But if you don't try, you're grounded, mister."
In "South Park: Snow Day", Stephen can be seen stealing all toilet papers from Randy.
In "South Park: The Stick of Truth", Stephen appears an Nazi Zombie.
In "Franchise Prequel" after Mark Zuckerberg was sent by his son, Butters (Professor Chaos), he and Linda were called by Cartman and his friends as well. Stephen drags him to Vladimir Putin and he says to both Putin and Butters: "You're Both GROUNDED!" for all the damages they've caused.
In "South Park: The Fractured But Whole" he grounds Butters for not coming home last night, he then later grounds New Kid for not knowing his name and locks them in the room. But as Butters and New Kid busted out from his room, they confront Stephen, who said that New Kid has Unground Power. He grounds every allie (Eric Cartman as Coon, Butters as Professor Chaos, Wendy as Call Girl, Kyle as Human kite, Craig as Super Craig, Scott as Captain Diabettes, Clyde as Mosquito or Jimmy as Fastpass), but New Kid ungrounds them, and together, they beat up Stephen Stotch. Stephen after the battle, injured, grounds Butters, but Butters says that now, he is ungroundable, much to his dad's frustration.
In "Grounded Vindaloop" Stephen got kicked by Butters (controlled by Cartman) and steals their car. The next day, he gets grounded, so Eric, Kyle, Kenny and Stan are here to fix him with the advice of Steve, as they destroyed, Stephen Stotch revealed that Butters is no longer grounded, he ungrounds him and forgives him for being such a bad father and he says to him to go out and play.
Like the other parents, Stephen and his family goes to the church every Sundays. He greeted Randy and his family.

Despite his villainous nature, the fact that Stephen is illegally grounding Butters for no reason, if there would be a potential episode showing the origin of his true nature how he did to abuse for the first time since Butters was born. Which makes him one of the worst parents in the South Park franchise alongside Linda Stotch, but also one of the worst parents in the history of animation ever hated. Therefore Linda Stotch is more nicer and symphatetic than Stephen is.
However, when Butters became an adult in the episode "Post COVID: The Return of COVID", it is unclear what fate befell Stephen Stotch as a defeat since his son became an adult. If there is a potential episode of South Park where Butters must kill his parents out of revenge and to have a kind adult life in order to get rid of his family for abusing him for no reason, his parental neglect of his son will pay with his life alongside his wife.
However, the method of Stephen wrongfully grounding Butters (even though his son did nothing wrong) for no reason is not only considered child abuse, but also child neglect.
Stephen and Linda are based on the stereotype of the authoritarian parents, a type of parent who are known for their strictly aggressive nature who use the authoritarian parenting as their parenting style to impose pressure and some real life parents act equal or more harshly than Stephen and Linda when educating and disciplining their children by strict abuse in order to tyrannize them that even no child should have this type of parents who are considered the worst because of their bad behavior that it could make families complicated and annoying. Even other parents such as Randy Marsh (apart from Sheila Broflovski for her over-protective tyranny that in earlier seasons and in "South Park: Bigger, Longer and Uncut" caused chaos and mayhem in the town and indirectly in the world, Liane Cartman for her mischievous trickeries and her negligency on her son and Betsy Donovan (Martha Donovan's evil alter-ego) for her strict imposition what she did to for having hypocritically punished her son for a toilet incident with their seat) should never have done the same thing to their children such as Stan Marsh or his sister that Stephen or Linda Stotch did to Butters.
Despite being one of the worst parents of South Park alongside Linda Stotch, Stephen Stotch committed the Seven Deadly Sins.
Pride : Just like the stereotypes of authoritarian parents, Stephen Stotch imposes himself in a strict manner on his son believing he is the strongest and his parental severity is the fruit of his pride.
Wrath : He spends his time to ground Butters for no reason, even though his son has done nothing wrong but even so Stephen grounds Butters for his own entertainmant or possibly to entough Butters in a similar way to a military way.
Gluttony : In "Butters Very Own Episode", he forced Butters to eat a corpse after digging it up.
Greed : In "Stupid Spoiled Whore Video Playset", he is manipulated by Paris Hilton alongside Linda Stotch to an attempt bought Butters at an exaggerated price of $250 million, which risks impoverishing the family.
Lust : In "Informative Murder Porn", he participated with the other parents in watching forbidden programs containing reenactments of violent murders between spouses, often due to adultery.
Envy : In "Butters Very Own Episode", he seeks to blame his wife through a maddening argument and thus his son for having wrongly accused him. While Eric Cartman is responsible for his troubles that he caused on Butters, even if "Jared as Aides", "The Death of Eric Cartman" and "Cartman Sucks" are some of the worst examples that Cartman did to Butters and Stephen and Linda were unaware about Cartman picking on Butters and didn't even notice in "Jared has Aides" that Cartman was sitting on a beach chair and eating popcorn in front of their house.
Sloth : During some episodes such as "How to Eat with Your Butt", he forces Butters to bring him into his room in a strictly illegal manner that his son has done nothing after wrongly accusing him of taking a good school photo (although it was Ms. Choksondik alongside Principal Victoria who told him and Linda about Butters school picture and they played a key role on Butters grounding in that occasion), which he forces to keep him confined to his room for no reason, forcing his wife to monitor Butters confined to his room in order to keep them away from his friends such as Stan, Kyle, Clyde and Tolkien. In the episode "Butterballs", he left his mother abusing her grandson Butters by attacking him for no reason.
The most probably reason why Stephen is so harsh with Butters is that when he had Butters age he and his brother Budd were frequently grounded for no reason by their mother thus making him realize that the best way to educate his only son was the same way that he was educated by his mother when he had Butters age.
Stephen's heavy handed approach to discipline, his harshness and his obsession with grounding Butters suggests that before the events of South Park Stephen had served the U.S Armed Forces and was dispensed with a middle to high rank in the Army.
