Steve Ulrich is the overaching antagonist of the Chicago P.D. episode "Actual Physical Violence". He was a rapist and kidnapper who also worked with human trafficking.
He was portrayed by Will Miracle.
Background[]
Prior to the events of the episode, he would run a human trafficking network of women in Chicago. He'd have his associate Trevor Dunne contact several young women via Facebook, luring them to Chicago and gain their trust by acting as a charmer. Afterwards, Dunne would drug and kidnap them before breaking the women's spirits by holding them captive inside a secret room in the basement of a house, where he would repeatedly torture and rape them, before turning them over to Ulrich, who would prostitute them in a club he owned. Ulrich proceeded to sell the victims to other human trafficking networks, one of the girls he would kidnap would be Sarah Frazier, the daughter of Marine veteran Jeff Frazier, who would find out about his daughter's disappearance later for going to the Chicago Police to report her missing.
Actual Physical Violence[]
After Sarah Frazier's father, Jeff Frazier, took Greg Gerwitz hostage inside the police station, the Intelligence unit would begin to investigate the disappearance of his daughter, after discovering Dunne's identity. After they locate the place where he hid the girls, they would liberate the captives. The unit soon detain Dunne when he attempted another kidnapping.
At the station, Sgt. Hank Voight would interrogate Dunne alone in the cage with some "actual physical violence" until he gives him Ulrich. Intelligence also discovered Dunne already turned Sarah over to Ulrich and she was likely at his club. Intelligence leads a raid on Ulrich's business and arrest his associates, but they find Ulrich was killed by Sarah Frazier who worked up the strength to fight back and shoot him dead when he tried to break her. Sarah would nearly commit suicide but was talked down by her father, presumably, Ulrich's network was dismantled.
