Steven Baleman is one of the two main antagonists of the Criminal Minds episode "The Soul Mates". He is a serial killer and rapist who preys on teenage girls along with his friend and partner-in-crime, William Harris.
He was portrayed by George Newbern, who also portrayed Dr. Todd Coombs in CSI:Crime Scene Investigation, Roger Gardner in Ghost Whisperer, and Arthur Haskell in NCIS.

Baleman is the owner of Sandy Palms Realty, a real estate agency in his native Sarasota, Florida, where he has lived his entire life. He and his wife Annie have two children. Before meeting Harris, he raped a woman named Connie Mayers. Though she reported it, he was never arrested for that crime.
He and Harris met at a neighborhood block party and, through a carefully worded conversation, realized that they shared the same depraved fantasies of rape and murder. They began preying on teenage girls and communicated with each other through an encrypted blog in which they planned their crimes and shared their twisted fantasies with each other.
"Soul Mates"[]
When Harris is arrested for their latest murder, Baleman consoles Harris' wife Sharon after her daughter Andrea's new car is vandalized. When the corpse of their latest victim, Missy DeWald, is found, with bite marks that match Baleman's teeth, the FBI's Behavioral Analysis Unit (BAU) team suspect that Baleman, being the submissive partner, is becoming more confident in Harris' absence. They analyze the evidence in Connie Mayers' assault and find the same bite marks.
Andrea follows Baleman after they have a brief conversation. He inadvertently leads her to a local warehouse, where he realizes she is following him and abducts her. Harris would show up later on, wired by the BAU, and demands to know why Baleman abducted his daughter. The team speculates that Harris was willing to go to prison in order to see Baleman one last time. After their brief reunion, both men are arrested and Andrea is returned home safely.

- Baleman is inspired by multiple real-life and fictional serial killers:
- Roy Norris, one of the “Toolbox Killers”, the submissive member of a duo of rapists and murderers targeting teenager girls to kidnap, rape, and mutilate, having previous criminal records before the two met in prison and share their sadistic fantasies together.
- David Mulcahy, one of the "Railway Rapists", a duo of rapists and murderers; Mulcahy was protected by John Duffy, the other killer/rapist, until Duffy sold him out in interrogation. The two had previous records of rape before their sprees, as well as raped alone outside of their shared sprees.
- Fred Westerfield, accomplice of David Alan Gore and one half of “The Killing Cousins”, a duo of rapists and murderers and pillars of the community, until they were tried for several murders and one rape and attempted murder of women and girls. Westerfield bailed out before Gore was arrested.
- William Randolph, a.k.a. “The Gentleman Caller”, one of the villains of the novel and film Kiss the Girls, a serial killer/rapist of women partnering with another serial killer/rapist, Nick Ruskin, a.k.a. “Casanova”.
