Steven Foster is the secondary antagonist of the Criminal Minds episode "Legacy". Foster is the subordinate and accomplice of serial killer Charles Holcombe, kidnapping various at-risk people from the streets for Holcombe to butcher at his family's abandoned meat-packing plant.
He's portrayed by Ronnie Steadman.
History[]
Foster's family worked for Holcombe's family business for years, leading to Foster and Holcombe getting to know each other. Holcombe had a fearful, domineering personality putting Foster under his influence.
After Holcombe's father died and the business went into disarray, he decided to make it a lair for his murders of people in vagrancy and sex trafficking. Holcombe ordered Foster to troll the streets of Kansas City, Missouri, abducting various people while posing as a social worker or a john, then transporting them to Holcombe to be murdered. Holcombe would terrorize them by forcing them to run through his factory, then kill them after they couldn't keep running any longer.
The FBI's Behavioral Analysis Unit (BAU) was brought in to investigate the murders by Detective Cal McGee, who tracked the victims' disappearances and realized they were being murdered. When they saw Foster trying to kidnap a homeless woman, they went after him. He tried to speed off in his van, but they arrested him when his van crashed.
He refused to give any information and played dumb to the agents' questions. He eventually broke, however, when the team realized he was an accomplice and not the murderer, getting him to admit he was scared of his employer. The agents encouraged Foster to give up Holcombe's name, and Holcombe was later killed to save a woman he held captive. Foster was later incarcerated for his crimes.
