Stuart Andrews is the main antagonist of the Law & Order: Special Victims Unit episode "Street Revenge". He is a comic book store owner who moonlighted as a vigilante known as 12:19. When a woman he became obsessed with, rejected his invitation to join his vigilante group "The Justice League of New York," he created the crisis of a serial rapist in order to impress her and convince her to join, so they could be partners in fighting crime.
He was portrayed by Keir O'Donnell, who also portrayed Veck Simms in Paul Blart: Mall Cop and The Laugh in Amusement.
Biography[]
Stuart was an insecure outcast who believed that the SoHo district of Manhattan, New York, was unsafe. Due to this feeling and his love of comics, he formed a group of street vigilantes known as "The Justice League of New York". While working at his comic book store, a woman named Leslie Adams came in and he showed her various comics about vigilantes. Unlike other girls that Stuart had met, Leslie was interested and he thought she was cool. When he asked her if she would join his group, she declined, stating that SoHo was safe and didn't need vigilantes. Having become infatuated with her, Stuart wanted to prove her wrong.
To this end, Stuart became the very thing he sought to fight against: a criminal. A week after Leslie's rejection, Stuart donned a dark hoodie and attacked a woman at night from behind. He said: "You think you're special, bitch," threw her to the ground, held a knife to her throat, raped her, and took a lock of her hair as a trophy. In the next two months, he raped four other women and became known as "The West SoHo Rapist".
