Sykes is a minor villain of the fifth season of Gotham, appearing in the second episode of the fifth season as the main antagonist. He is Penguin's ally and he plans on hunting Jim Gordon and selling his gas to all criminal territories in Gotham.
He is portrayed by Alex Morf, who has also portrayed Victor Zsasz in Batwoman.
History
He at first asks one of his workers/children to breathe in the smoke, implying that he will sell it to all the territories of Gotham, including his trusted ally, The Penguin, who wants him to hunt down Jim Gordon. Gordon later rescues his workers and takes 3 of them with him, as the others are transported to the GCPD's territory. He later tries to hunt down Gordon, but Barbara shoots him and Jim Gordon then kills him with a final shot.
