Biography[]
Past[]
T.J. was gangster who led his crew in a violent neighborhood and served his own justice. He did some time in prison for many offenses but because of his good lawyer, he avoided major time. Despite his criminal status, he was close to his younger half-brother Jeff Duncan, who had avoided a life of crime and gone to college.
Protect and Serve[]
When Jeff was killed by a Police officer and a video was released, TJ was devastated and rallied his gang to go after the man as revenge.
After two of his men went after the officers transporting Wheelan, one ended up dead and his connection to TJ led the CPD Intelligence Unit to learn about TJ, correctly deducing that because he lost his brother, he had clear motive. Sgt. Hank Voight and Det. Jay Halstead visit the apartment complex, where TJ's gang are hostile to them until Voight asks for TJ, who makes his presence known and inquires if they were here about his brother. They explain how they want to talk but he doesn't budge and refused to leave, so Jay lists the names of all his followers present and how they were on parole, while voicing what they have to lose with their parole officers coming to see them fraternizing with other felons. This causes TJ to agree to come with the cops after they tell him that he's not in trouble. Before leaving, TJ asks his gang to call his lawyer anyway and keep filming the scene.
While at the precinct, he is interrogated by Voight and Det. Hailey Upton. TJ denies knowing the gangsters who went after Wheelan, despite them working in his gang and reminds them when they went through his phone, they only saw he was talking to his girl two hours ago. When Voight brings up his possible motive of ordering the men to kill the cop that shot his half-brother, TJ tensely requested they not call Jeff his half-brother, stating that he was his brother. Hailey remarks that it is clear they were close, while bringing up his shooting of cops even though Wheelan was already facing charges for Jeff's murder. Outraged, TJ criticizes the system and how they disregard his neighborhood while only hoping they don't get into the rest of the city. TJ soon denies owning a gun or shooting someone, before demanding to go because they have nothing to hold him on. It also mentioned that his lawyer arrived and threaten to sue for the trumped-up interrogation.
Much later, it is confirmed TJ was targeting Wheelan after it is revealed the police car transporting him had a tracker on it. After the second man messages T.J that he can't do it because of his wound, TJ personally went after the crooked cop once the cops find the tracker. After shooting at Officers Kevin Atwater and Adam Ruzek, he speaks directly to them by demanding Wheelan, stating all he wants is to get the man who killed his brother and declares he's willing to die just for revenge but would let the other cops leave just so he can have Wheelan. When he gets no answer, he questions them on why defend a murderer like him and the easy thing would be is to let him die for his crimes. After a remorseful Wheelan breaks away from Atwater, he alerts TJ of his location and he is subsequently shot repeatedly by the latter, killing him. Before TJ could rejoice at vengeance, he is subsequently attacked from behind by Ruzek who has him stay down, while slapping the cuffs on.
He is subsequently arrested and incarcerated for murder of Dave Wheelan and shooting at cops.
