Biography[]
Talbert and his partner Joe Simmons were involved in illegal activities while working as police officers. When Detective John Jones started to investigate into the corruption of their precinct, Talbert shot Jones in the chest with a high powered rifle. He had Dan Turpin cover his tracks.
Determined to find out what happened to Jones, Clark Kent went undercover as a police officer and was partnered with Turpin. Under the code name "Joe Fordman", Clark attended a barbecue at Turpin's house and met Officers Simmons and Talbert along with other officers.
Clark asked if any of them knew about Jones' shooting, and Talbert flinched but the others claimed not to know anything. Clark and Dan later joined the group of cops in assaulting the man who killed his partner at a warehouse. Before they could finish him off, Green Arrow intervened and knocked most of the officers out with taser arrows. Recalling Clark's earlier questions about Jones, Dan tracked Clark to the hospital after learning his real identity.
After having Clark arrested on false charges for attempting to kill Jones, Talbert along with Simmons, hatched a plan to take down Green Arrow with Dan pulling the trigger. Talbert sat on a nearby roof waiting with his sniper rifle when Dan arrived with a thug who robbed the Pharmacy earlier and started beating him.
The thug screamed for help and Green Arrow arrived. Dan got the drop on Arrow, but hesitated to kill him. Arrow managed to talk Dan out of it and lowered his gun. Without hesitation, Talbert then began shooting at Turpin and Green Arrow, shooting Turpin in the arm.
Clark arrived and disarms Talbert, but Talbert pulled out a gun from his back pocket and fires but the bullet bounces off Clark and wounded Talbert. Talbert asked how that could happen, and Clark simply replied "Like you said, always wear a vest" and knocked him out. Afterwards, Talbert and Simmons and the others were arrested.
