Well, he had no problem with killling a child in order to win a hat, so yes, he is.
Complete Monster[]
He is a complete monster, as mentioned above, he killed a child in order to get a hat, buuuuuuut, he isn't pure evil, there is actually a somewhat difference between the two, complete monster is someone who does literally everything to get what he/she wants.
Pure evil is someone who is simply evil and has nothing good in them at all. No real common sense.
- We simply renamed Complete Monster to Pure Evil and neither can have any "good" in them. It's meant to be the same thing but primarily renamed because simply because TV Tropes counts them or doesn't count them doesn't mean we have to. Jester of chaos (talk)

This character is based on a character from 2005 novel Here Be Monsters! by English author and illustrator of children's literature Alan Snow where he is actually the leader of the once-powerful Cheese Guild and the archenemy of Arthur. The Boxtrolls film is in fact, an adaptation of this book. This can be fact-checked via a Google search.
