Big Fish Boss very much fits the PE bill and then some. He brainwashes a noble and free civilization into doing his bidding, tears living creatures apart and destroys an entire planet for no good reason, implying he has done this to an infinite array of homes to innocent civilians. Furthermore, unlike any other RBG villains, he has not shown ANY redeemable traits and wants to take over the entire Galaxy, plunging it into chaos.
