First of all, I think Phlegmming should be evil enough to be considered a villian, or at least, a minor antagonist. He manipulated Frank for his own benefit. He had proven that he only cared about his position in power and how much he was willing to remain as mayor. He had ignored Jones' warning about Thrax, which ultimately killed Frank, (kind of.) He didn't care about Shane. He had fired Jones when he was getting him angry and called Drix, "useless." I think he was more of a corrupt mayor than simply a jerk. - Definitely would agree. He put Frank (and by extension, all the inhabitants of his body) at risk just because he wanted to stay in power. Even when confronted with a solution to the problems, he decided to just try to ignore the problems rather than take action, and openly manipulated Frank not to seek help for his illness just so he wouldn't get in trouble for getting Frank sick. Redemption[]
He does redeem himself for his incompetence and abuse on Frank's body later on cleaning up his own messes and accidentally made Frank fart to a point where he wasn't ever seen again or something else, but either way, he was able to redeem himself in the movie later on.
