Could someone please unlock this page? It is inaccurate, Oswald only took over his own turf, he was not in control of the Legion of Horribles. The Horribles split up and took over their own parts of the city. And Martin was not Orphan. It seems someone didn't even watch the No Man's Land episode and just made up their own version of events.
