Well I can see an argument for him. Not sure I'd still count him but he definitely fits the heinous amount IMO as he basically destroys the worlds population and enslaved anything that wasn't killed in the conquest forcing them to serve and worship him. Granted we rarely if ever see it upfront due to the heroes saving Earthrealm we do know however he has done to this to several other realms based on dialogue and story out right stating it. The major problem I see in arguments against him is personality isn't always showcased well but I feel he has slightly more personality than say Ronan at least in a few which mostly seeming share continuity. He's portayed as an egomaniac wanting nothing less than to be ruler of existence.
Another argument I see is while he at first followed the rules of not invading world without winning he seemed content with following said rule but ultimately breaks it often when he feels like he's higher than even the Elder Gods. Recently they introduced the One Being whom people argue its manipulating Shao Kahn and others but it's a bit too unclear to say for certainty. To me I can see arguments for and against Shao Kahn but feel both sides should take these facts in consideration and maybe even try to convince each other with things like simply saying he is or isn't a CM.
