This might sound crazy, but I think Skull Devil counts as a Pure Evil because she slaughtered Kong's family and his kind. This probably means she is EXTREMELY heinous as we see her sadistically licking Kong's face, killed Earl Cole with a tail slap and even tried to devour Mason Weaver. Should Skull Devil be proposed to be pure evil?
