Is Skurge really a Villain?[]

I'm here to discuss the case of Skurge the Executioner, specifically his MCU incarnation who is vastly different from his source version. Moreover on the topic of his actual villainous traits or more accurately the lack there of. For the crimes listed on his profile the first lists "Conspiracy" and since the biography mentions his "alliance" with Loki I assume that its referring to this. But there's actually very little evidence for the idea that Skurge knew anymore than the other Asgardians. He's demoted after Loki is outed, yes, but that's only because his promotion to Bifrost Keeper was a proclamation made by Loki as part of him banishing Heimdall to make sure he doesn't come close to sniffing him out as an imposter of Odin, an order that would obviously be considered null and void the moment its revealed to the Asgardians that "Odin" was just Loki in disguise. Heimdall's banishment would likely end once Thor got things in order. And the other listed is "Attempted Murder" which would be the time to discuss his relation to Hela. You see the issue I find here is that Skurge doesn't really possess any real agency in the things he do for her. He was just a regular guy who was mopping the floors until she suddenly comes in and immediately kills two members of the Warriors Three with little effort before she comes over to him, implicitly threatens him and tells him to do as she says. Which he goes along with out of fear. While yes I understand that "Anti-Villains" are a thing he doesn't really meet the criteria for that since a) the character is committing evil acts under some idea of good and has noble goals, Skurge clearly isn't under the impression that his job as "Executioner" is this and b) they're still a villain who commit evil of their own violation which Skurge isn't really shown doing. He never does anything bad when he's not under Hela's thumb. He's not actively malicious, he's at worst a neutral character/antagonist, which doesn't necessarily mean villain.
