The Techies Gang, with its members sometimes referred to as the Brogrammers, are the main antagonistic faction of the We Bare Bears episodes "Icy Nights" and "Icy Nights II".
They are a criminal organization that is, apparently, led by Barry Charles, who is the son of the head of an unnamed billion dollar company that desperately seeks to steal the tech of Ice Bear's Roomba for profit.

As seen in "Icy Nights", it is possible that Barry is at the top of the gang hierarchy. Being their leader and like any leader, he has complete control over his henchmen, commanding them to do what he wants when he wants them to.
The Brogrammers fight indirectly through the use of robots in the arena. In "Icy Nights", it is shown that these arenas are secret, underground locations, accessible only to gang members. The arena is usually large, well-lit, and has four screens above a deep well where the robots battle. The well is usually deep, presumably to prevent accidents with flying robot parts; this is shown when a gang member survived avoiding being hit by Ice Bear's axe, thanks to the well's depth and the wall that was there.
