Ted Palmer was a corrupt Marshal and the secondary antagonist from the Smallville Season 2 episode "Red".

He was portrayed by Michael Tomlinson.

Ted was a U.S. Marshal and bounty hunter who was in pursuit of Ed and Jessie Brooks, a father and daughter who had escaped from the witness protection program.

He was originally assigned to protect them but then turned against them to seek a reward of one million dollars in exchange for turning Mr. Brooks over to his former employer.

Palmer was seeking computer disks that Ed had containing accounting files, memos, and endless smoking guns, exposing the shady accounting practices of the company he once worked for.

While in search of them, it led him to a college student in Metropolis who dated Jessie. Palmer questioned Kyle about the whereabouts of his girlfriend Jessie Brooks.

When the questioning goes nowhere, he threatens to shoot Kyle so he finally admits that Jessie has been calling him. He doesn't know exactly where she is but suggests that the marshal can check his phone records.

The marshal explained that he can't let Kyle go because he might warn Jessie, so he dropped a radio into the tub electrocuting the boy to death.

Palmer later visited the Wild Coyote outside of Smallville where Jessie Brooks last called Kyle. He threatened the bartender with an investigation of underage drinkers and asks him to call him if Jessie ever comes back to the bar.

After Clark took Lana to the Wild Coyote, he started a brawl and left with Jessie. The barkeeper recognizes Jessie and retrieves the phone number that the Marshal gave him and gives him a call.

Palmer later went to the Talon where Lana and Chloe discussed the "new" Clark. The Marshall was on the phone with someone tracking down the address for the owner of the Ferrari that Clark was seen driving the night before.

At the Luthor Mansion, Lionel Luthor walks in on Clark playing pool and mocks his blindness telling him that no one in Smallville wants him around when Palmer interrupts them looking for Jessie.

Clark denied knowing her but when Ted pulled his gun, Clark uses his super speed to take it away from him. Lionel leaves to fetch security while Palmer attempts an escape. Clark pins him against the wall with the pool table and asks why he is looking for Jessie. Agent Palmer explains that they are fugitives from the Witness Protection Program.

Jesse's father's former employer has offered Palmer a million dollars to recover some incriminating evidence in Mr. Brooks' possession. Palmer offered to cut Clark in, but Clark decides to go after the evidence and the money himself and knocked him out.

Kal went to Jessie's house to pick her up for their getaway, telling her that they can't leave until she gives him the disks. She refuses because her father needs them for his own protection. Just then the Marshal arrives telling Clark he needs him to make the deal with the broker.

He threatens Jessie with his gun, but Mr. Brooks shoots him dead from the staircase, protecting his daughter.
