Teddy Silas is the main antagonist of the Casino arc in the third season of Law & Order: Organized Crime. He is the weak, amoral son of corporate magnate and crime boss Robert Silas, who tries to destroy his father after the latter puts a hit out on his wife and Robert's daughter-in-law, Pearl.
He was portrayed by Gus Halper.

Teddy first encounters Detective Elliot Stabler at the opening ceremony of their new billion-dollar project, The Majestic casino. Teddy expresses hostility towards Stabler and becomes concerned about why they were at the ceremony. Teddy's father, Robert Silas, tells him that they were there because he invited them. However, when Henry Cole refuses to leave his apartment to make way for the casino, Teddy orders his foreman, Vincent Bishop, to take care of business which resulted in Bishop and Dominic Russo ordering Kenny Kyle to murder Henry with poisonous exotic rats.
After Henry falls out of his apartment window, Teddy calls Stabler to notify him about Henry's death which causes Stabler to become suspicious. Stabler then asks Sergeant Ayanna Bell to open up an investigation into Teddy's involvement with Henry's death. While the Organized Crime Control Bureau investigates Henry's death, Teddy's wife, Pearl Serrano, also becomes suspicious about Teddy and asks Teddy if he has any involvement with Henry's death. Teddy denies the accusations and insists that Henry got drunk and fell out of his apartment window accidentally.
Later that evening, Teddy approaches Pearl during her yoga session and tells her that he is upset that she would think that he could arrange a murder. Teddy then gives Pearl an expensive diamond ring that he bought her while Pearl pitches the idea that they should start a scholarship in Henry's name. Teddy and Pearl then become intimate on their balcony. The next evening, after Kenny becomes a suspect in Henry's murder, Teddy gets questioned by Stabler and Bell along with Pearl and Bishop. Teddy denies even knowing Kenny same with Pearl and Bishop.
Due to Pearl's suspicions about Teddy, Pearl hires a private investigator, Ronnie, to follow Teddy around and to get information about his criminal activity. After Teddy discovered that Ronnie was hired by Pearl to follow him around, Teddy doubled Ronnie's payment in order for her to keep quiet. Pearl then became shocked to hear that Ronnie went behind her back and asked Teddy again what he knows about Henry's death. Teddy told her that they would never become royalty without chopping off a few heads.
The next day, Teddy and Pearl deal with an injured and unexperienced construction worker who was hired by Bishop. As a result, Teddy and Pearl called Bishop about the altercation which resulted in Pearl firing Bishop without consulting Teddy. Teddy then confronted Pearl about firing Bishop and that other workers might walk due to Bishop's dismissal. Pearl then told Teddy that she would leave him if he doesn't get his act together. Later that day, Teddy met with his father who became concerned about the police closing in on them. Teddy assured Robert that he will make sure Stabler doesn't win this time.
Teddy and Pearl then met with Stabler at their penthouse where they told Stabler that Bishop was responsible for Henry's death. Stabler also tried to connect Teddy to Henry's murder but Teddy refused to admit that he knew Kenny. After Bishop committed suicide to avoid arrest, Teddy and Robert watched as Henry's apartment building got demolished while Stabler made a deal with Pearl to spy on Teddy and Robert.
After Pearl started cooperating with the cops, Pearl met with Detective Jamie Whelan where she told him that Teddy was a very dangerous man and gave him a thumb drive that explains his finances, mob connections and more of his crimes. That evening, Teddy becomes concerned when Pearl doesn't answer his text messages. Pearl then asks Teddy to go away to Paris permanently which frustrates Teddy. Pearl tells Teddy that he has no idea about the pressure that she is dealing with as she walks up the stairs.
After Pearl gets poisoned, Teddy becomes the prime suspect in her poisoning. However, after Stabler and Agent Tia Leonetti pick up a suspect named Luca Belucci, Teddy gets questioned about hiring Luca to kill Pearl which gets stopped by his father, Robert. Teddy then tracks down Luca and beats him nearly to death with a baseball bat. Teddy gets arrested for beating up Luca and taken into custody. In the ambulance, Luca told Stabler that Robert ordered him to kill Pearl before Luca died from the injuries.
