Many generic terrorists act as supporting antagonists in Team America World Police, being blatant parodies of Islamic extremists such as the Taliban, Al-Qaeda, Hezbollah, and the Islamic State of Iraq and the Levant (aka the Islamic State of Iraq and Syria, more commonly known as ISIS). They are depicted as comically inept and extremely hostile - to the point that they are arguably committing terrorism just for the sake of it (unlike most real-life terrorist groups that have valid points, such as extreme religious beliefs).
The terrorists are so incredibly annoying that the main antagonist of the movie (a fictional portrayal of the late Kim Jong Il) is disgusted with them, only really allying with them so as to profit off their mass mayhem and destablize the world as part of his goal of sparking World War III.
As the movie progressed, the terrorists were largely replaced by Kim Jong Il (as well as the Film Actors Guild, if you count them as antagonists).
- In real life, the North Korean government has very little to do with terrorists. Their alliance was likely made as a point of satire.
