The Council, also known as the Heavenly Council or the Holy Council, are one of the overarching antagonists of Ultrakill. A group of angels who have manipulated the actions of the world for countless ages, they used Gabriel as a puppet for their deeds after they declared war on Hell and its denizens. The council is seemingly destroyed in the game's second act, after Gabriel realizes the extent of his puppetry and slaughters them.
History[]
After creating Hell and casting of Lucifer into its maw, God abandoned his post as ruler of Heaven due to deeply regretting his hand in allowing eternal damnation. Following his abdication, the Council was founded in order to gain control of the universe, with the angels being unwilling to allow for a now expanded world to remain unjudged. A group of uptight angels who were bent on what was pure and holy, the Council declared war on Hell in the hopes of cleansing its darkness from the world, using Gabriel as their minion. While their management of Hell has allowed for the ability for Earth and Heaven to remain safe, they are also responsible for crushing any rebellions the damned souls within plotted, with the Council being responsible for the deaths of Minos and Sisyphus.
After Gabriel's defeat at the hands of V1, he is mocked and ridiculed by the Holy Council for the ridiculous notion that a simple machine had bested him in combat. Believing them to be lying in an attempt to undermine their power, Gabriel's connection to the holy light is severed by the Council, being punished to die in hours if V1 was not dealt with.
After being defeated a second time, a stunned Gabriel was left to ponder his role in the world, wondering if the purpose he served in Heaven was truly just. Coming to the realization that he was merely a blind extension of their will, Gabriel returned to Heaven to slaughter the council, effortlessly wiping them out. Left to beg for his life, the final councilman pleaded to Gabriel for his life, warning that his death would make them unable to regain this connection to the Holy Life. Undeterred by his idle threats, Gabriel decapitated the official before presenting his head to the rest of Heaven before diving back into Hell, wanting to once again taste the thrill of battle against his robotic rival.
