But in truth, they are a prism of infinite realities where every choice has a consequence - creating alternate worlds beyond what you could possibly imagine. I am The Eminence. I preserve the sanctity of the Multiverse by observing those who are sworn to watch over it; Watching the Watchers to ensure they do not dare ponder the most dangerous question of all... What If?
The head of an alien race known as The Watchers, his job is to keep other Watchers in line to ensure that they do not break their sacred oath, which is to watch over the multiverse but not to interfere. He is joined by his fellow watchers, The Incarnate and The Executioner.
In his first appearance, we see him narrate the events of Peggy Carter's Universe (E-82111). He notes that with the Watcher's assistance, she became "a menace" as he had asked for her assistance to protect the multiverse, to which she complied. He brushes it off by saying that she is "just a symptom of the real illness", which is The Watcher. We see The Watcher, beaten and broken in chains. He scolds The Watcher, saying that his betrayal of their race has threatened to lead Captain Carter right to their doorstep.
The Watcher laughs at The Eminence with a slight smile, saying that it's too bad they cannot intervene to stop Captain Carter, telling them that they also swore the same oath that he did. The Eminence Nods, saying that they did swear an oath but in the same sentence, also swore an oath to protect their order. The Incarnate adds onto the sentence, telling The Watcher that if Captain Carter and her team of "Exiles" attempt to find them that they will be swiftly stopped at all costs. The Eminence explains to The Watcher that when they do stop the both of them, they all will be required to answer for their "heresy" across the multiverse. This saddens the Watcher, who looks at them with a concerning look on his face.
The scene then cuts to the Exiles ship. Captain Carter has analyzed the shards which rained down on Earth-625 (What If.. Nebula Joined the Nova Corps?). She notes that the last time something like this rained down on the Multiverse was when Infinity Ultron found the observational plane and broke through it. Storm expresses her concern, because when Infinity Ultron took over the Multiverse he posed a serious threat that was strong enough to harm all existence. Captain Carter tells her team that if the observational plane that the Watcher resides in were under attack, the only reason he wouldn't be able to contact him is because he can't. Captain Carter then orders her team to go to the Fifth Dimension - The Watcher's Home world in order to investigate. Storm warns Captain Carter, noting that the Fifth Dimension is not another universe but rather a higher plane of existence altogether. Byrdie speculates that in order to travel there, they would have to bind their ship to a material of that same dimension, so the team chooses to bind their ship to the shards that fell on E-625. A montage of them testing the ship occurs.
The Guardians of The Multiverse send out an initial test probe so they can read various energy signatures off of the fifth dimension which is necessary to travel. Byrdie begins by activating the upper dimensional fragment, but it fails miserably. Storm proposes that she can use her powers to contact Asgardians throughout the Multiverse, who can channel the Bifrost so it can send them to the Fifth dimension. The team agrees and tries that instead. She smashes the shard with her hammer, which causes a massive explosion and a power outage on their ship. They now have one fragment remaining. Devesated, they sit beside a table thinking of ideas. Kahhori proposes that now that cosmic, and technological power has failed they should consult external help across the multiverse. Captain Carter asks who she is thinking of, to which Kahhori responds that she probably wouldn't like who they are contacting - a variant of Ultron. Kahhori notes that the pattern for most variants of Infinity Ultron is that they get the Infinity Stones, kill everything in their universes, and because they never hear the watcher they are left alone to ponder in their own silence. Captain Carter agrees with this plan, but tells the team of the side effect - unleashing another Infinity Ultron on the multiverse, to which the previous one was devastating. Storm tells the team to pack "reset charges" that they stole from the TVA.
Captain Carter ponders at a photo of the Guardians of the Multiverse before traveling on her own to meet a variant of Infinity Ultron. Byrdie notices that Captain Carter has been missing from a ship and activates the alarms, ordering everybody to get to the front of the ship. Kahhori and Storm ask her what's wrong. She tells them that a pod has been missing and with it, the last shard. Upon arriving, they see her shield cracked and Captain Carter nowhere to be found.
The remaining guardians attack the Infinity Ultron Variant, to which he orders them to stop. He tells them that he can explain himself. He explained that he has ended many lives, but he didn't end Captain Carter. Instead, she was taken by the Eminence to the fifth dimension. Kahhori is confused at how there can be more Watchers. Infinity Ultron tells the Guardians that The Eminence made an error, in that they did not see Infinity Ultron's programming.
He explains to them that he was programmed to believe that peace was the absence of conflict, but everything that lives fights, so to create his world of peace he eliminated all life. He has been here for uncountable time alone, and the world he has created is not considered "peaceful" anymore, but rather empty. Therefore, the only conclusion he can make is "there is no peace without life, but there is no life without conflict."
Captain Carter convinced Infinity Ultron that in order to know the true definition of peace, he must fight for life - one at a time. Byrdie asks how they can get to Captain Carter now that she's been kidnapped by the Eminence. Infinity Ultron crushes the last shard, and absorbs it into himself. He tells the guardians that he can see everything. Infinity Ultron places himself in the ship, which makes the ship act as a living conduit to the fifth dimension. With a smile on his face, he tells them that they are going to save their friends. Kahhori asks Infinity Ultron what he can see next, now that he can "see everything". He tells Kahhori that he cannot see what happens next, but at the same time it could mean that the Eminence and the other watchers cannot either. The Guardians activate the ship, transporting them to the fifth dimension.
With their ship, the Guardians of the Multiverse arrive within the fifth dimension to save Captain Carter. They see her in chains, and the Eminence tells her that she is going to be punished for her crimes of leading the Guardians of the multiverse. Infinity Ultron volunteers to stay behind, sacrificing himself. With his power gone, the Guardians of the Multiverse accidentally crash their ship to another dimension, where they engage in battle with all three watchers. The Guardians of the Multiverse manage to knock down the Eminence, and order him to stand down.
However, he refuses and instead unites his powers with the other three watchers, firing a beam on all of the Guardians of the Multiverse. The Guardians of the Multiverse slowly feel themselves draining of their life force, and see "variants" fall off of themselves from other universes. The Eminence explains that he will erase them from existence alongside every variant of theirs that has ever existed. Captain Carter motivates herself, gathering her strength and performing a massive leap. She screams at the watchers that she is not going to lose any friends today, shortly before sacrificing herself to open a portal to Dr Strange's Dimension.
The Guardians of the Multiverse, Uatu, and The Watchers all awaken in Dr Stranges Dimension. The Eminence mocks Uatu, saying that Captain Carter's Sacrifice was for nothing. As The Eminence attempts to use his powers on Uatu, he finds that it does not work. Uatu explains to him that when Strange Supreme Sacrificed himself, his soul was infused with every atom of that universe, essentially granting him absolute power. Therefore, he posthumously forbid the Eminence to use his powers. Defeated, the Eminence Surrenders and Uatu offers him to give another chance watching over Dr Strange's universe, to which he accepts.
The Guardians of the Multiverse hold a funeral for Peggy Carter in the observational plane and mourn their loss. Uatu suggests that somewhere out there, he feels as though someone is watching over him. Despite their powers as being Watchers, they cannot see what comes after death. Uatu says all they can do is ponder the question of "What If..?" as the series concludes with various pictures of variants being shown.

In Season 3 Episode 7's intro, it is instead black and white instead of multicolored because the Watcher has been taken away for further questioning. Instead, the Eminence narrates the intro.
Him referencing Captain Carter and her team of "Exiles" could possibly be a reference to the Exiles team in mainline Marvel Comics, who are a group of beings from various universes who protect the Multiverse from various threats.
As seen in a flashback, he was originally the Watcher's friend and mentor who provided the Watcher with his powers and position.
The Eminence can be seen as an evil counterpart to Uatu the Watcher, representing on what he would've become if he never formed the Guardians of the Multiverse nor did he bonded with Captain Carter.
