~ Scratch about the Ghost Council.
The Ghost Council are the main antagonists of the 2021 Disney Channel fantasy and comedy series The Ghost and Molly McGee.
They are a group of powerful ghosts that rule the Ghost World, and review the performances of ghosts assigned to make misery. If a ghost fails to do so, they send them to the Flow of Failed Phantoms, a place where they are filled with a sense of loss and forget what made them "them", for the rest of eternity.
The members of the council are The Barrister Ghosts; Lucretia, Sir Alister, Grimbella, and Bartholomew, along with their leader, The Chairman. They are the former bosses of Scratch.
The Council as a whole acts as a bureaucratic organization, that spend their time reviewing the performance of other ghosts, and they are seen punishing ghosts when they fail to maintain misery levels in their towns.
The Council take their jobs very seriously, as they threatened Scratch just because he was one scare short in his monthly quota. The Chairman is especially strict, as he will not hesitant to send ghosts to the Flow of Failed Phantoms if he finds them to be "not scary enough".
According to Scratch, they dislike the very idea of "friendly ghosts", which makes sense given they want humans to be afraid of ghosts so they'll be miserable.

Not much is known about The Ghost Council, except that they have been sending ghosts to the Human World to make the humans miserable for a unknown amount of time. Whenever a ghost fails to keep the misery levels in their assigned town high enough, the Council will punish the ghost by sending them to the Flow of Failed Phantoms for all eternity.
The Ghost and Molly McGee[]

The Ghost Council first appeared, along with the Chairman, while punishing a pink ghost for failing to make a town named "Cedar Valley" miserable enough.
Then they summoned Scratch, and, after insulting him, stated his assigned town, Brighton, was a truly miserable place, marking his performance as 'adequate'.
They appear in various episodes, usually checking Scratch performance while abusing him for being an "unpopular ghost".
In "The Very Hungry Ghost", they leave the Ghost World for the first time and go to Earth to try the food that Grandma Nin made after Scratch accidentally piqued their interest.
In "Scare Tactics", the Chairman appears for the first time without the other council members, evaluating the scaring abilities of some of the ghosts in the seminar, almost sending Scratch to the Flow of Failed Phantoms.
The Chairman dies.
In "The Jig is Up/Molly vs. The Ghost World", the council gets suspicious of Scratch, so they send joy hunter Jinx to be with him and find the source of the joy. She uncovers that Scratch has befriended a human, Molly, and they start a trial, determining that Scratch will be sent to the Flow, eventually sending both Molly and Scratch in after she tries to save him. After using her joy powers to destroy the Flow from the inside, Molly stands up to the Chairman and, since he is the embodiment of misery, he is destroyed when she uses her power on him.
Scratch becomes the "new Chairman".
After The Chairman's demise and the destruction of the Flow of Failed Phantoms, The Ghost Council no longer holds any real power on the Ghost World and the organization has been disbanded. The remaining members tried to invite Scratch to lead the Council as the "new chairman" but he quickly dismissed it, but he was later forced to accept the position to stop the Frightmares from rampaging, although the title and the organization by this point would be considered just ceremonial (Scratch declared them to just be his group of advisers), The Barrister Ghosts still look to have "fun" now that they don't have to check scare performances.
Trivia[]
The Chairman's relationship with the rest of the Ghost World, including the Barristers, resembles a parasitic relationship.
It is revealed that their leader, the Chairman, feeds on human misery instead of actual food, and banishes ghosts who fail to feed him that particular emotion in a fit of being "hangry". It is also shown that feelings of joy is considered poisonous to his particular type of ghost, and thus he forbids it in the Ghost World, forcing everyone to be miserable for his own gain.
It is unknown how the Chairman came to power, or how long he's been ruling, but we do know it has been a long time.
It is also unknown how the Barrister Ghosts got their privileged positions as members of the council.
The rest of the council leaned heavily on the Chairman's judgement, and are eventually revealed to be cowardly without him.
A tweet by Bob Roth, one of the show's creators, reveals that every ghost works for the Council, and the Council works for the Chairman. But, not every ghost has scaring for a job.
