The Pigeon Cartels are a major antagonistic faction in the animated tv series We Bare Bears. It is an underground drug dealing organization that is run by street pigeons in California. As a famous gang of criminals that're being wanted by the police department and eventually the FBI, as well as being one of the enemies of the Bear Brothers.

Our Stuff[]
The Pigeon Cartels made their first appearance when Ice Bear (The youngest brother) has communicated with them through animal languages. The Bear brother's bag, which contains all of their essential stuff, has been stolen, leading the Bear brothers to launch an investigation to find out who stole their bag while illegally being FBI polices with no licenses proof that they're apart of the police force. However, later on, The Pigeon Cartels were arrested when the public civilians were accusing the Bear brothers as scapegoats, wreaking havoc, and decided to jump together and stop by the police. However, the bear brothers have been tossed directly into a nearby building that sales technologies and confronted the Pigeon Cartels. The Bears have exclaimed that their apart of the police force as FBI which made the pigeons thoughted that they are, they soon surrendered and was been arrested.
Pigeons[]
In Pigeons, Grizz has confronted a few members that're planning to free the arrested Pigeon Cartels from the national prison, as he has formed a friendly relationship with them. However, later, Grizz eventually discovers that the pigeon friends he'd made were apart of the Pigeon Cartels which the friendship that they've formed with him were all just apart of the plan in manipulating Grizz without him even knowing from the start to help them set their companions free from prison. However, one of the pigeons as Brenda, which is a female pigeon who is also a volunteer of the plan in manipulating Grizz to get his help, has decided to help him due to his kindness has made her changed alignment which her actions made the others decides to help her also, only to be once again captured by the police. In the aftermath Grizz visits Brenda to thank her for understanding him and changing her alignment.
Hot Sauce[]
In Hot Sauce, the Bears has once again confronted the Pigeon Cartels after wasn't able to buy chili sauce from the market, one of the members offered them to buy some of their hot sauce, which were been vandalized by the Pigeon Cartels, the Bears were fooled and was soon once again accused by the police as drug dealers.

- "Cartel Boss": The boss of the Pigeon Cartels (appeared in the season four episode "Hot Sauce").
- Brenda: a female pigeon and a high-ranking member of the Pigeon Cartels. She is one of the members who was involved in the plan to manipulate and trick Grizz into helping the cartel to free the other pigeons members of the cartel that were arrested by the police in the episode "Our Stuff" (appeared in the episode "Pigeons", from the third season).
- Street Pigeons: As the name itself says, at first they are street pigeons that eat bread crumbs, but it is later revealed to be highly intelligent and dangerous criminals who are involved in varied criminal activities, from robbery to drug trafficking and who occupy various positions within the cartel, ranging from foot soldiers to high-ranking lieutenants (appear in "Our Stuff", "Pigeons" and "Hot Sauce").
- Pigeon Undercover Agent: one of the cartel's criminals, revealed to be actually an FBI Agent Pigeon, who works undercover. dismantling criminal gangs across the US (appeared in the first season episode "Our Stuff").

- The fact that the Pigeon Cartels have two hidden bases and the fact that the Cartel boss wears sunglasses, branded cap and cape implies that the Pigeon Cartels have a large-scale drug operation.
- It is implied that this cartel would be highly dangerous, mainly due to the fact that they are targets of a joint operation between the San Francisco Police Department and the FBI (generally when the FBI joins some police corporation, it means that a certain gang/criminal organization poses a huge danger to society), which also implies that the Pigeon Cartels have territories outside the US (possibly Mexico, Latin America, Europe and Asia).
- The Pigeon Cartels are known to be the most ruthless and dangerous enemies the Bears have ever faced (mainly due to the fact that they almost killed the three brothers to prevent the three Bears from destroying their large and profitable drug and hot sauce trafficking operation).
- The fact that the Pigeon Cartels are based in the city of San Francisco, California is a reference to the city being a fertile territory for the activities of Mexican cartels (most notably the Sinaloa Cartel, considered the most powerful drug cartel in the world).[1][2][3][4]
