The Terror is a supporting antagonist in the 1994 series The Tick.

The Tick (1994 series)[]
The Terror was an ancient supervillain who was infamous throughout history for his villainous career. For instance, he was known to have assisted Joseph Stalin in several villainous capades during the mid-1900s. Some years later, the Terror went into hiding underground, forming a supervillain team, becoming the leader of it (even though Handy was initially chosen as being the leader). Eventually, the Terror and his team took possession of City City Hall, kidnapping Mayor Blank. However, their plan fails when the Tick, Arthur, and American Maid intervened.
After this initial villainous scheme failed, the Terror took part in an auction orchestrated by Charles. He gets into a heated fight with Chairface Chippendale and Pineapple Pokopo only to end up not winning the bidding. The winner of the auction is revealed to not have any money to pay for the auction, which leads to another fight.
The Terror reappears trying to use his son Terry to infiltrate the Decency Squad in the hopes of finding the Desire-O-Vac, a powerful device that materializes anything that the user covets. Unfortunately, when the machine was found, Terry betrayed him, and the Terror is defeated.
Comics[]
In the comic book series, the Terror is established as the archenemy of Barry. In this take of the 1994 series, the Terror functioned as the leader of a villainous group dubbed "The Evileers" whose goal was to formulate several plans of destroying the Tick's group. The Terror seemingly meets his end when a voracious Man-Eating Cow devoured them at a mountain chalet. Despite seemingly dying, The Terror reappeared in several other comics.
