Ruler of Will (意志统括者) or Will of Houkai (崩坏意志) by fans is overarching antagonist of Houkai Gakuen 2 in Era: Zero, Retrospective era, and Reborn Era. They are responsible to Honkai disaster happened in the story. And is the final boss of Reborn Era storyline.
Origins[]
Long time ago, an ancient civilization from another universe discover Honkai energy. After the discovery, their civilization advancement increase rapidly. However people started to war with each other compete for the energy, resulting in all life forms and all civilizations in that universe collapse and merge with the energy into a singular conciseness and become "The Will of Houkai".
Looking to other universes, they send Honkai energy to other universes to bridge the gap between universes so they can influence and destroy all other civilizations.
Biography[]
Era: Zero[]
Year 2044, 70 Herrschers has been defeat, but there is no sign that Honkai apocalypse will stop. Ruler of Will send the Planetary size Honkai beast "Jyahnar" to destroy earth. She avatar herself into a human from and meet "Kiana", Valkyrie the test subject of Dr. Mei, the owner of Massive Electric Industry.
December 7, 2046 (Kiana Birthday) Jyahnar true body descend on earth and destroy humanity. Kiana in near death state beg her to trust in humanity. Jyahnar who fall in love with Kiana accept her request. Dr. Mei activate Project Stigma, turn Kiana body into Araya, the stigma terminal who has goal to restart the human civilization as calculate plan for humanity to defeat Honkai. As Jyahnar use her Honkai energy to powering it.
Retrospect Era[]
Mainline 12 The Final Herrscher[]
Cocolia tell the truth of that Kiana father was killed by her when she lose control to the Honkai, Kiana's emotions collapsed, turning her into The Final Herrscher. After killing Cocolia, all of her friend and fight Mei in space and attempt to choke her to death, Kiana regain her sense of self. Feeling regret and sadness, she wish everything turn back to the way thing was before her body unleash Houkai dead spot, killing everyone on earth. Araya answer to Kiana wish and restart human civilization once again.

Wendy last moment before she die.
Ruler of Will take over Wendy body in attempt to destroy humanity, but with combine effort of Theresa, Femirins, Sirin, and Wendy best friend Totori, they are able to free her from the Will influence. However, Wendy body has been erode by Honkai energy beyond repair. Wendy beg Totori to live on so she herself can continue to exist in Totori hearts and see the beautiful world and be free for her.
R15 first half[]
Because humanity abuse the use of Honkai energy, the gap between 2 universe is closing enough for The Will of Honkai to cross over, they merge themselves with the moon. They also damage Araya stigma terminal, so it's no longer possible to reset timeline and tried again. If humanity lose, the world and possibly entire universe will be doomed.
Otto, half alive half death state. Failed to hack into the Ruler of will.
Mei, Bronya, Kyuusyou, Seele, Sin Mal, Ninti, and Yssring, Board the ship to the moon. The will use hallucination to manipulate everyone. Including try to make Mei herrscher persona to take over her body, Mei is able to break free of the illusion, but Yssring is fatally wound and pass away.
After they land on the moon, they were attack by Otto artificial Herrschers but are able to defeat and kill both of them. They break into a room where Otto is suppose to hide only to see his body on life support. They want to know what happened so they check the security camera footages.
Back to minutes ago, Otto on his moon base who had kidnap Kiana and plan to use her to enter the soul world to kill the Will of Honkai, become a god and rule over humanity. Will of Honkai find his action as "ridiculous". Turn Otto artificial Herrschers Kallen (clone) and Flora against him. Otto is able to defeat both of them but is injure, The Honkai accept Otto challange and dare him to upload his mind and fight them.
He attempt to upload himself to soul world, arrogantly believed that his knowledge and wisdom will be enough to defeat Will of Honkai. He failed and his mind was broken from overwheming data as his real body was only keeping alive by the life support system. Honkai say to Otto that they used Honkai energy to close the gap between their universe so they can cross and absorb/destroy civilizations in another universe to become part of them. Thus humanity attemapt to "Fight Honkai with Honkai" only make thing worse, and Project Stigma created by Dr. MEI that repeatly reset civilization to remake the attempt to fight Honkai with Honkai is a misguide attempt. Saying his attempt to fight Honkai by developing humanity, Honkai technology and countless atrocities he commit, only serve to accelerate the process and he's the one who ruined everyone lifes including himself. And now they will reclaim Herrscher of Finality and use it's power to destroy Earth.

To save Kiana in time, Seele using her power to turn herself and Sin Mal into quantum being and explode themselves. With only 3 minute left, Mei in God killer armor and Kyuusyou need to save Kiana in time, but Mei was effect by another illusion. Kyuusyou unleash all of her power try to damage Ruler of WIll. But Mei body is already at limit, and she watch Kiana body dissolved before her eyes. Mei crying as The Will destroy the earth.
R15 second half[]
Mei found herself wake up in stigma world with her Senba Academy uniform. She found Kiana turn into a child and lose her memory. go to the classroom and Mei seen a drawing of Kiana and herself being seperate by day and night, Kiana only remember that she drawing a picture of someone very important. After the school. Mei try to look for her father Raiden Ryoma in this world believe he should exist here too, but she didn't found him which make Mei crying and Kiana comfort her. After that they go on the train to go meet more of Kiana friends in this world. Start with Kyuusyou who is taken care of pet in this world. She ask them to help her find her cat friend, which turn out to be Ninti, she can only speak cat language, so Kiana growth a cat ear to start communicate with her. After they take a photo together, Ninti start to remember something. They go to the beach and meet Dr. Yssring. They say to Kiana and Mei that they can't follow them because the train is only make for special passengers. They say farewell, Kiana and Mei continue their train trip.
The next stop is Snowy place where they play snowball fight before go into a cabin, where they meet Bronya. Bronya is not responding and she feel very gloomy, an unknown being call themselve "Writer" talk to Kiana and Mei to help them find a way to sheer Bronya up. Writer tell to Mei that Seele and Sin Mal is permanently death because they turn themselves into quantum being before they died which make stigma terminal unable to collect their souls back to the samsara system. Bronya finally say that it's okay and ask Kiana and Mei to continue their train trip, but she will not join them because she want to go to Bologna but the train will lead them somewhere else.
On next morning, Kiana disappear from the train while Mei sleeping. Mei threat Kiana she will read her diary if Kiana didn't come out, but still no response. Mei read diary and find out Kiana losing more memory the more she write diary and plant a flower. Mei call out to writer for help, they explain that the reason why Kiana losing her memory and shrink into a child is because she use her power try to save everyone souls on earth which make died again and again, for 302 times, 4369 times, 68414 times, 876518 times, 9463150 times, 20056974 times, 98671124 times, 159787632 times, 4587363201 times. This number in just one in ten thousand of actual number she need to did, because stigma computer is also need to calculate multiple possibility for the best outcome to save every souls on earth, the power of the saint that Kiana use isn't come out without a cost. Writer told Mei that she and Kyuushou was so close to kill Will of Honkai, but they fall into their illusion. They say that Otto plan of hacking to Honkai to steal their will power is still viable, but it can't be done by just one individual. Mei realize that the stigma world miracle is not just a power of one person or group of individual, but power of humanity as a whole. Writer tell Mei that Kiana is waiting at the train., While on the way back, many thank from everyone can be hear given to Kiana for saving them, and now everyone will help Kiana in return.
Back at the train, Kiana say she go to make a bouquet for Mei as celebration for them become friends. They travel on train to final station. Mei thanks to her father, her friends, every stranger, and the writer for remind her that they weren't fight alone, and they will soon be reunite in real world. The train stop at endless fields of daisies stretch to the horizon. Here Kiana finally remember the person in diary, the most important person to her, the person that she want to see again, is Mei all along. Kiana and Mei promise that they won't leave each other. The power of humanity hope and dream convert to Kiana and Mei to give them the miracles that will save the world.

Prayer in reality is a simple thing. Nowadays, prayer doesn't need lofty and grandiose names. Nor do we have to conform to the false pride of fools.The souls of all exiles, the countless souls of all the dead from ancient times to the present, the power they used to build the world, they will release the shackles that have lasted tens of thousands of years in the real world.
The prayers of all exiles are witnessing the response of your real world at this very moment. And the prayers of the real world are witnessing the response of your soul world at this very moment.
The point at which the real world and the world of the soul, prayers and answers intersect, that's the two of you.

Kiana and Mei final transfrom.
Femirins and Jyahnar teleport themselves to the moon to help Kiana, Mei, Bronya, Kyuusyou, Yssring, and Ninti fight the Ruler of Will. Ruler of Will angry that Jyahnar betrayed them. Because they are in the soul world, their power become stronger, however it still not strong enough because Ruler of Will can draw Honkai energy from their universe. Jyahnar say she will give all of her power and knowledge to Kiana and block the Will from get more power from their universe. Kiana protest if she doing that she will die. Jyahnar saying that Kiana she love is Era: Zero Kiana which already been gone and she only looking at reflection of her, she sacrifice her as her last act of "selfish love" for Kiana before her body disappear.

Kyuusho, Ninti, and Bronya confuse why would The Will thanks them. Yssring say that the will itself is evil, blind hatred that seek to destroy everything. This act of invade other civilizations can't be call progress. However, they are somehow still self aware enough to know they need to be stop, they just lost the ability to stop themselves. When they die, they feel the sense of relief.
Even though The Will is Destroy, the gap between universes is still close and a lot of Honkai energy is still presence. Kiana and Mei ask Femirins to fused soul world with real world, undone all damage do by Ruler of will, while both of them decide to leave their universe to the universe that the will originate from to restore the balance and turn Honkai energy into more neutral force, and take most of Honkai energy with them. Bronya protest that it isn't fair that Bronya already lose so many of her love one and now she's going to lose Kiana and Mei forever. However, her friends say perfect happy ending doesn't exist and their struggle is what allow them to be able to stand here. Kyuushou ask them to go without worried. Mei ask her friends to say sorry to her father Ryoma that she need to leave, and say that it was blessing to be born as his daughter. Kiana and Mei say farewell to her friends and hope that one day they will be able to see them again. The crew watch Kiana and Mei walk away, both of them is finally together, forever.

The team wake up in hospitals. Otto is also brough back to earth, still insane and believe he should have the right to rule humanity. Theresa (Who is his daughter in this game) feel that even death is not enough to punish this monster that has done so many crimes, saying to her Valkyrie Squad that they should have a life of normal people. Jyhanar survive but turn into a child, still waiting for Kiana to return. Bronya who already lose Cocolia Seele and Sin Mal feel very sad that Kiana and Mei leave them forever but she need to live on and plan to opening new orphanage in honor of Cocolia.
Every heroes that survive has a party celebrate the victory that humanity defeat Honkai under the beautiful night sky. Humanity will live on into the new bright era.

Posthumous effect[]
Although not directly tell by any games. Fans has theorize that Honkai Energy bring to the universe by Will of Honkai has become permanent part of the Imaginary Tree even after their god is defeated. Which explain it's appearances on Honkai Impact 3rd and Honkai: Star Rail. The energy themselves is also take from of Imaginary energy and Quanta energy which already exist before Honkai invade Imaginary Tree universe. Some entity and civilizations in universe also merge with energy and enact similar destructive behavior to original Will of Honkai, but to the lesser scale. For example Cocoon of Finality, Sa and residents of Takamagahara, and many more that hasn't been seen.

- Mihoyo original Chinese text in multiple games refer a single 3 dimensional space time universe as "World". And entire Imaginary Tree as "Universe". Even though by structure, Imaginary Tree should be count as multiverse due to contain infinite amount of "World" that exist as separated space-times. Therefore Houkai Gakuen "Will of Honkai" come from another universe mean they exist outside Imaginary Tree. By introduce Honkai Energy to the tree, they are indirectly responsible to all Honkai disaster that happen in all Mihoyo games, both main story and side story. Which make them posthumous antagonist of entire Honkai series.
- While Will of Houkai in Honkai Impact 3rd was later reveal (possibly retcon) into AI that take partically control from true Honkai God call Cocoon of Finality. This Will of Honkai and by extension Honkai itself are always treat in story as evil force until the end of Reborn Era story.
- They do not like be worship as a god. They are quite humble and never lied.
- They and by extension Honkai energy are most likely older than most if not all of Aeons from Honkai: Star Rail. Exist many millions of years ago if considering the fact that in HI3 there use to be civilizations on Venus and Mars that failed the embrace of Cocoon of Finality.
- The defeated of Honkai God is not only consider the end of Houkai theart to earth in Houkai Gakuen 2 timeline, but can also be symbolic end of Houkai as major antagonistic force in Hoyoverse Universe(s) as a whole. As Hoyoverse move on to other antagonistic forces for each respective games such as Aeons from Honkai: Star Rail an The Abyss (Quanta) for Genshin Impact.
