Theodore Murtaugh is one of the main antagonists of the Law & Order: Special Victims Unit episode "Burning With Rage Forever". He is a pedophile who kidnaps and rapes nine-year-old Tino Guzmán.
He was portrayed by Ryan Woodle.

Murtaugh is a child molester who preys on little boys, luring them by playing online video games and pretending to be a child who wants his victims to "come over and play".
In "Burning With Rage Forever"[]
Murtaugh chats with nine-year-old Tino Guzmán in the online game Tyrant's Curse, claiming to be another nine-year-old and using the username "Slayerkid", and arranges for them to meet at Times Square for a "play date". He shows up claiming to be the father of Tino's "new friend" and talks the boy into his car. Murtaugh takes Tino to an apartment he had rented for a night. Tino senses something is wrong, and pockets a receipt on the floor with Murtaugh's address on it. He then tries to leave, but Murtaugh corners him, promising to play a "new game" with him; he then drugs and rapes the boy, recording the assault on his cell phone as a souvenir of the abuse. After he is done, he ties Tino to a radiator and leaves for his own apartment.
When Tino does not come home, his father Sebastian calls the police, and the NYPD's Special Victims Unit goes looking for him. They trace Tino's movements through his uncle Carlos' laptop, finding Murtaugh's instant messages to him, and go to Murtaugh's rented apartment, where they find Tino tied up and deeply traumatized.
Detectives Amanda Rollins and Joe Velasco question the building's superintendent, who admits renting out the apartment to Murtaugh through Venmo. Velasco investigates the transaction, and eventually finds Murtaugh's name and address. When the SVU team searches Murtaugh's apartment, however, they find that he has been beaten and stabbed within an inch of his life and handcuffed to a radiator, similar to how he left Tino. SVU proceeds to take him to the hospital. He is positively identified by Tino, and his DNA is a match for the rape.
Eventually, SVU finds out that Carlos had went looking for Murtaugh after finding the receipt Tino took from his assailant's apartment, broke into the house, and tried to kill him. They arrest Carlos, who revealed that, when he confronted Murtaugh, the latter bragged about what he did to his nephew, provoking Carlos into beating and stabbing him. Carlos then says that his only regret is that he did not kill Murtaugh.
A bruised and wheelchair-bound Murtaugh is charged with kidnapping, rape, child sexual abuse, and possession of child pornography. He initially takes a deal, but in court he withdraws his decision and pleads not guilty, despite the overwhelming evidence against him. He waves sarcastically at Sebastian Guzmán, Tino's father, and the latter is dragged out of court after threatening to kill him, with Murtaugh taking sadistic pleasure in the pain he has inflicted.
At Rikers, Murtaugh and his lawyer meet with Assistant District Attorney Dominick Carisi Jr., who threatens to put him in prison for life unless he confesses to what he did, in which case he will serve 20 years in prison. Murtaugh's lawyer tries to negotiate a sentence of 10 years in prison, but Murtaugh refuses, demanding to go to trial. He states that Tino came to his apartment voluntarily, had gotten sick in his bathroom, and injured himself reenacting a game scenario. Carisi does not believe him and changes his offer to 25 years in prison. Murtaugh's lawyer says he will get back to Carisi, over Murtaugh's furious objections.
When the SVU detectives were stalled because Tino didn't want to testify, they recall Carlos telling them Murtaugh confessed. They inform Carlos that Murtaugh might escape justice, but Carlos revealed he stole Murtaugh's phone, which has the recording of Murtaugh raping Tino. As a result, Murtaugh is sentenced to life in prison on federal charges of possession of child pornography, rape, and kidnapping.
