Thomas Glover is one of the secondary antagonists (alongside Ito Kashitaro) in the 2014 action-adventure video game Ryū Ga Gotoku Ishin! and its 2023 remake Like a Dragon: Ishin! (known as Ryū Ga Gotoku Ishin! Kiwami in Japanese).
He is a British black arms dealer that wants Japan to continue the civil war so he can profit off of it and is the mastermind behind all of the events in the game. Due to his actions, he is one of the archenemies of Sakamoto Ryoma.

At his core, Glover is a evil, greedy, racist monster that plans on turning Japan into a British colony while making money off of the civil war and does not care about the suffering he is causing, which is best seen when Ryoma confronted him so he can answer for his crimes, in which Glover mocks them as inferior to him showing no remorse for his actions and takes pride of what he has done.
