There is no reason to delete it. Between being a vigilante murderer and making two different people into excessively brutal vigilantes via his influence, he is morally gray enough to count. We allow killer vigilantes on this wiki, and that version of Batman is one.
I know, but one thing is a mythological being and another one a real person, algenos that has made some kind of real impact in the series and not in the form of epilogue or flashbacks I do not think I should count for this page
An Unseen Villain just means a villain we don't ever see in the flesh but who we know is there. And, if you want to split hairs, he DOES make a few shadowed cameos in some of Dick Grayson's flashbacks.
Villains Wiki, but that doesn't mean anything either. We have pages here for other killer vigilantes. Titans Batman is one such example, who has the added bit about being a toxic mentor for two different young men, molding them into excessively brutal crimefighters.
We have pages here for Punisher, MCU Punisher, Arrow, and Jason Todd. We allow pages for killer vigilantes. We also have pages for Catwoman, who is a thief. That's no worse than being a murderer.

That's not really a valid argument to make when there are several villainous incarnations of certain characters. Much like Batman, Superman has villainous alternate incarnations, one of which being so bad, he's Pure Evil. Hell, even one of the most viewed pages on the Wiki at the moment, The Batman Who Laughs, is also an alternate, evil version of Batman.
