The difference between Sylvester and Wile E. Coyote in comparison to Tom is the fact that the two are predators who attempt to catch on EATING their prey. And the predators are always the one starting it.
Tom on the other hand, is not a predator. Tom and Jerry, who just have a love/hate relationship, only just attempt in getting the best of one another. The traps are only used whenever he either is the one starting the fight to only taunt him or being instructed to do his job as a house cat by his owner or else he'll be kicked out.
That said, whoever starts the fight depends between Tom and Jerry themselves. Two titular main protagonists being a cat and mouse with a love/hate relationship (not a pure enemy nor predator/prey relationship) who just antagonize each other despite their secret bond they share.
