if an article was not officially approved it doesn't need a removal proposal at all, that's a common mistake and one users exploit to keep articles that don't count.. we only require removal proposal for articles that have been officially approved as PE.. there's many, many articles under PE that have never once been officially approved and thus can be removed on sight.<ac_metadata title="not needed"> </ac_metadata>
