I'm pretty sure they were both raised by Captain Hook because nothing in the books suggest they weren't and also, if your not familiar with Descendants: Wicked World then watch the season 2 episodes on Youtube and you'll see that Mal was put under a spell from her jewel which was cursed by her mother not Zevon. In fact I'm pretty sure the only thing that Zevon did with Mal's jewel was force her into giving him Jafar's Snake Staff from the museum but everything else that Mal did while under the spell was by her own will.
