Well, the camels are just a mere two and have him use as a joke, but only briefly both times. So, not particularly mitigating. He’s still played completely straight with no redeeming factors.
As for Evil Buzz, his first appearance showed he had brutally conquered his universe, leaving whole planets in ruins. Then he teams up with Zurg, kidnaps Buzz and attacks Star Command, destroying it and capturing most of Star Command. When it looks like he will be defeated, he activated the self destruct on his ship to destroy it and Star Command, with Star Command barely being saved.
His next appearance has him team up with Gravitina and use her powers to fire off solar flares as weapons to destroy various targets, as his revenge against Buzz Lightyear for ruining his universe, as Evil Buzz saw it. This episode plays his plan completely straight, but he also had a relationship with Gravitina where they were clearly affectate with one another in some comedic moments, but he abandons her to save his own skin.
Overall he is played seriously enough to count.
