From my understanding, when Barbatos was locked out of the multiverse all those years ago, he has unable to use his powers to return. It seemed he could still communicate with his followers, but I think that was more or less all he could do. The full details to how he was locked out is unknown, but however it was done, made it so he could not use powers to alter the course of Prime Earth's history himself. So he relayed instructions to the Court of Owls to ensure Batman would become his doorway back into the multiverse so he could use his powers within to their full extent.
