The guy in the far right is the Tiger Gang Member and the other two are his henchmen while the guy with the guy is the hostage
Tiger Gang Member is the main antagonist of the Detective Conan/Case Closed episode The Mysterious Shooting Message Case (The Shooterin the dub).
Biography[]
He and his team first appeared when Conan and other detective boys were seen fishing as they spotted a remote-controlled boat with a balloon attached to it and they notice a guy and others with a gun shooting at it on top of a building. After they left Conan and the others went to the room and discovered that the only thing there was a calculator with the message '3,135,134,162' where Conan gave it to Megure and informing them of what they saw.
During the time, Conan, The Detective Boys, Ran and Kogoro began to do their own investigation as they tried to find a bend of the road that look similar to the river that the sniper shot earlier, which by luck would have it, they discover the road. Later Megure called in Conan and the others and informs them that the calculator had finger prints to a man named Koichi Yamabe, who was not only a former rifle marksman of Japan's Olympic team but is also a police officer who was recently reported missing, with his girlfriend. Upon seeing the photo. The Detective Boy even revealed the location of the shooting.
On the day of the shooter, Megure had numerous police officers waiting for Koichi and his abductors, but no one showed up. It wasn't until Conan revealed that '3,135,134,162' is actually a message when he had the calculator upside as the message said "291 Heisei E" as in the Heisei Express train and that the shooting will take place near a train track the resembled the double-curve path from the lake.
However, since it would take too long to drive there, Kogoro, Megure and Conan (who tagged along) took a helicopter as they fly to the location. On the roof of a building where we see the double-curve train track as Kochi is being forced to aim his gun a fat guy while two members of the Tiger Gang Member point their guns at him if he failed to shoot the guy while at the same time, his girlfriend, who is tied up is also held at gun point. Later that night, Megure revealed that the guys they encounter were part of a former underworld gang called "The Tiger Gang" who a year ago had their empire destroyed when their leader and few of his other members were arrested due to a sting operation as it turns out the motive for them trying to kill the guy was because he is the district attorney who set up the operation and they wanted to kill him for revenge.
