Timothy "Tim" Westcott, aka The Sandman, was a metahuman teenager who was obsessed with fixing the morals and values of Smallville in the WB Television series Smallville.
He was the main antagonist in the Fourth Season episode "Pariah".
He was portrayed by Derek Hamilton, who also played Clarence Callahan in Need For Speed: Most Wanted.

Early life[]
Tim Westcott was a student at Smallville High who occasionally worked at the school newspaper submitting stories and was interested in the ideological perfection of Smallville.
His father came up with a theory; since the meteor shower struck Smallville, everything went wrong and that it brought an evil to the town. Tim continued his father's work after he died becoming obsessed with perfection and morality. To do this, he used his new ability to turn his body into sand.
Pariah[]
Tim first attacked Lana Lang in her apartment at the Talon when she was taking a shower after her public fight with Clark. He glides through the keyhole of her door and tried to suffocate her with the shower curtain. He then fled when Jason Teague heard the commotion and entered the bathroom.
Due to Lana being attacked in a locked room, the blame immediately went to the recently released Alicia Baker but Clark Kent defended her because she had her special lead bracelet that prevented her teleporting powers. Clark asked Chloe Sullivan to help look for people with similar abilities to Alicia when Tim interrupted them with an article he wrote for the Smallville Torch about the opening of a historical exhibition.
Tim noticed Lois Lane and asked her out on a date that she reluctantly accepts. Clark then asked Tim if he saw anything that night at the Talon and he remarked that he saw a blond girl (Alicia) in the alley. That night, Clark went to the Talon to give his mom a ride home. Lana and Jason were there, but Jason was reluctant to leave, even though he had homework but Martha offered to watch over Lana.
In his car about to leave, Jason was attacked from behind as a green scarf was pulled around his neck by an unknown assailant (secretly Tim). He managed to hit the car horn until Clark came out and saved him. Tim took Lois to the Smallville Museum for their date. Lois' date with Tim turned from awkward to creepy when Tim offered his opinions about Lana and Jason's relationship. He states that a teacher dating a high-schooler was wrong and they got what they deserved. Lois was unsettled by this comment and left the date abruptly.
While looking for more evidence to incriminate Alicia at her house, Tim encountered her and boldly states that he was there looking for something belonging to her to leave at the next murder. She realizes that Tim was the one framing her, but was unable to get away from him before he drugged and overpowers her. He murdered Alicia and left her body hanging from a noose. Clark arrived at the barn looking for Alicia but found her body hanging from a noose. He gets her down but she is already dead.
Lois told Clark Kent about Tim, and when he found Alicia dead, Clark went to confront Tim. He attacked Tim in a grief-stricken rage first grabbing his face. Tim dissolved into a sand cloud and tried to suffocate Clark, but Clark was able to use his heat vision to burn and subdue Tim back into human form. Clark then easily overpowered the agonized Tim and furiously tried to strangle him. But Lois arrived just in time managing to calm Clark down and prevent him from killing Tim. Tim was presumably arrested afterwards.
