Titus Rikka was an alias used by a Changeling who appeared on the Star Trek: Picard episode Seventeen Seconds. He was portrayed by Thomas Dekker, who had appeared as a child on earlier Star Trek productions. Appearing as a human, it's unknown if there was a real Rikka that the Changeling had replaced or if the identity was made up.
After the end of the Dominion War, Rikka was one of a group of Changelings - including one who would infiltrate Starfleet as Ensign Foster who refused to accept defeat, rejecting the Female Changeling's surrender agreement and Odo's attempts to reform the Dominion into a more benevolent society. Rikka and the other Changelings left the Great Link in order to take revenge on the Federation for their defeat. Meanwhile Odo had informed Worf about these renegade Changelings and was assisting Starfleet with tracking these renegades down. However, Starfleet kept the news about the schism in the Dominion quiet as to not provoke another war.
Sometime around 2401 Rikka stole quantum tunneling technology from Daystrom Station. Operating out of District Six on the planet M'talas Prime, Rikka deployed the tunneling technology to destroy a Starfleet recruitment center, killing over 100 people in the process. Rikka then paid the Ferengi Sneed to frame Romulan dissident Lurak T'Luco as the mastermind behind the attack. After Worf rescued his Starfleet Intelligence operative Raffaela Musiker from a trap Sneed set for Rikka Worf revealed that Rikka had paid Sneed to lie about T'Luco being the terrorist.
The pair managed to track down and capture Rikka. Taking Rikka back to Raffi's ship La Sirena, Worf and Raffi interrogated Rikka, who refused at first to talk to them. As time went on Rikka began suffering from holding his shape too long without regenerating, which Worf and Raffi at first misidentified as withdrawal symptoms. However, after seeing Rikka beginning to involuntarily loose his human form Worf realized that Rikka was a Changeling and asked how long Rikka had been away from the Great Link. Rikka admitted that he had committed the attack, and taunted both Worf and Raffi that it was too late to stop the plans he and his compatriots had set in motion against the Federation.
Rikka then reverted to his liquid state, unable to hold his human form any longer and slipped out of the bonds keeping him in place. To keep him from escaping, Worf vaporized Rikka with a hand phaser. Worf then revealed to Raffi the truth about the Changeling renegades and how Starfleet kept it quiet to keep another armed conflict with the Dominion from arising. He then partnered with Raffi to find out what else Rikka had stolen to use against the Federation.
