The Tobiroppo are an antagonistic organization in One Piece, appearing as major antagonists in the Wano Arc. It is a group of six powerful members of the Beast Pirates under the leadership of Kaido and the Three Headliners. All members of the Tobiroppo have eaten Ancient Zoan-Type Devil Fruits. This group doesn't have an exact leader and mostly have a dysfunctional relationship. They only take commands from Kaido and rarely ever follow the orders from the All-Stars.
They are the next in line to become an All Star, with each member being strong enough to assume the role of any of the three; King, Queen or Jack. They have also been called upon numerous times to capture a bound Yamato whenever she causes a ruckus.

Who's-Who[]
Who's-Who is a member of Tobiroppo. He is a former member of CP9, and was put in charge of the mission to guard the Gomu Gomu Nomi. He later failed after Shanks stole it from him, and was subsequently kicked out of the organization. He was described to be on a similar tier to the prodigious Rob Lucci in his time in Cipher Pol. At an unknown time, he became a pirate and later joined Kaido's Beast-Pirates. Later, he became a Yakuza leader but was defeated easily by Yamato. He had an active bounty of 546 million berries.
Sasaki[]
Sasaki is another member of the Tobiroppo, having a bounty of 472,000,000 berries. Not much known about his past, but what is known is that he joined the Beast Pirates after his crews got defeated by Kaido and consequently became a Tobiroppo.
X-Drake (formerly)[]
X-Drake is a former member of the Tobiroppo. One of the people in the Worst Generation also known as Supernovas, he came to Sabaody at the same time as Luffy and other new notorious pirates. On the exterior, X-Drake was seen serving Kaido, but he is secretly a member of the Marine's Spy Organization, S.W.O.R.D. He also held the rank of Rear Admiral in the Marines. He was compromised and joined Luffy to defeat Kaido and the Beast Pirates.
Black Maria[]
Black Maria is a member of Tobiroppo, not much known about her past and when did she join Beast Pirates.
Page One (formerly)[]
Page One is the former member of Tobiroppo and was the first Tobiroppo that attacked the Straw Hat Pirates. He is Ulti's younger brother and the youngest in the Tobiroppo group. He and his sister were tortured by Who's-Who and his minions until Yamato saved him and Ulti. He pledged his services to Yamato now.
Ulti (formerly)[]
Ulti is the former member of Tobiroppo. She is Page One's older sister and is shown to deeply care and be cared by her brother. She is rather impatient and easily to upset, even by Kaido or the three headliners. At age 22, with a bounty of 400 000 000 berries, she is one of the strongest members. She and her brother Page One were tortured by Who's-Who and his minions until Yamato saved Ulti and Page One. She pledged her services to Yamato now.

Being designated as the third strongest group in Beast Pirates, each members of Tobiroppo are very powerful.
Devil Fruits[]
Each of them have eaten Ancient-Zoan Type Devil Fruits, Ryu Ryu Nomi with different models, allow them to transform to ancient creatures has lived millions of years ago. Due to their Devil Fruits, all of them also have their strength and durability increased.
