Todd Ledbetter is a hired murderer who was hired by Bill Van Camp in a pedophile ring that ran from New York to Chicago. He was tasked with killing all those who were considered to be a loose end
Background[]
Todd is described as a violent man, having active arrest warrants for violating his sex offender registry. Todd also regularly went to a gym, where there was also a boxing ring, presumably throughout the time he was at that gym and participating in fights Todd's ear became inflamed and swollen a lot. At some point, Todd entered Bill Van Camp's pedophile ring, Bill would use Todd as an enforcer/hitman. Todd also had two children captive in his house, Chris Sepka and Amy, whom Bill ordered to take to New York so Bob Clinton (another member) could take photos and sexually abuse them, Bill Van Camp discovered that the investor in his entire pedophile ring.
After Andrew Lewellen, had been hospitalized because of a fire and arrested, Bill couldn't risk Lewellen ratting them out, so he sent Todd to kill Lewellen so they couldn't be identified.
They'll Have to Go Through Me[]
Todd discovers that Lewellen was admitted to a hospital and was being watched by a police officer named Ross McCadden. Todd pulled the fire alarm and approaches Officer McCadden while his back is turned. Todd kills the officer with a single shot to the head and then enters Lewellen's room, Todd shot him to death and fled the hospital. Todd then went to the apartment of Matilda Hughes, who was sending children to New York using her work in child services. Todd killed her and subsequently left the scene, officers Sean Roman and Kim Burgess went to the gym where Todd trained and thus, they were able to identify him, Todd took refuge in his house after the homicides, the NYPD Special Victims Unit and the CPD teamed up and went to Ledbetter's house. Detectives Jay Halstead and Nick Amaro were going through some alleys until they see Todd fleeing through the roof. Todd hops the roofs of some houses, while being chased by Halstead and Amaro. On the way, Todd is run over and manages to get up to continue fleeing. Jay Halstead manages to reach him and begins to fight him, but Todd hits Halstead, managing to get him off of him and then continue fleeing across the roofs of the buildings. At some point, Todd wanted to jump from one roof to another, but he miscalculated and had to cling to a ledge for life. However, he couldn't hold on for long and ended up falling into the void, dying instantly. Bill Van Camp was later arrested, before giving up the location of Amy and Chris Sepka who were later rescued and the pedophile ring was dismantled.
