Tokath was a Romulan officer who was given custody of a group of Klingon prisoners captured during the Romulan attack on Khitomer. He insisted on keeping them alive when they desired an honourable death, with the Romulan government hoping to trade them back to the Klingons for territorial concessions. When the Klingons refused to acknowledge their existence, Tokath offered to let them go, but the prisoners explained that if they returned after being captured alive then their families would be dishonoured, asking to remain. On hearing they would be put to death if he didn't remain to oversee them, Tokath gave up his military career to run a prison planet, forming a partnership with the Klingon leader L'Kor so the two groups would live together in peace. In time, he married a Klingon woman, Gi'ral, and they had a daughter, Ba'el. Over the next twenty years, other children were born in the camp and raised unaware it was a prison, only vaguely aware of the outside universe.
When Lieutenant Worf came to the camp and was captured, Tokath met with him. The two of them stated their opposing views, with Worf believing Tokath had robbed the Klingons of their culture while Tokath was proud of founding a place where they lived in peace. When Worf attempted to escape, Tokath had him implanted with a tracking device and told L'Kor that it was his responsibility to keep Worf in line.
Worf came to Tokath asking permission to take one of the Klingon youngsters, Toq, hunting in the forest, promising not to escape. Tokath dismissed the request but L'Kor insisted Worf would keep his word and Tokath relented. That evening, as the camp dined with Worf and Toq not having returned, Tokath mocked L'Kor's claim but was disconcerted when Ba'el asked what would happen if she wanted to visit Romulus or the Klingon homeworld. Toq then entered with the carcass of an animal he had killed, wanting to cook and eat it, and disconcerted Tokath and the other Romulans by leading the Klingons present, including Ba'el, in a Klingon hunting song.
Incensed, Tokath told Worf that unless he consented to live like the rest of them, he would be put to death. Worf insisted he had awoken who the Klingon youngsters really were in them and was prepared to die an honourable death. The next day, Tokath attempted to have Worf publicly executed by firing squad, insisting he was a threat to their way of life. Worf replied that it was the knowledge he brought that Tokath saw as a danger. Toq appeared, wearing Klingon armour, and insisted he would rather die with Worf than go back to what he was. Tokath was prepared to execute them both, but first L'Kor, then several other Klingons and finally Ba'el also moved to stand with Worf. Gi'ral told Tokath that their children shouldn't be imprisoned with them. Tokath backed down and agreed to Worf taking Toq and any of the other young Klingons who wanted to leave off planet in a supply ship, so long as they told no-one back home about the camp. Ba'el chose to remain with her parents.
