Thomas "Tom" Williams is the main antagonist of the Law & Order: Special Victims Unit episode "Mood". He is a serial rapist who preys on women who remind him of his overbearing mother.
He was portrayed by Robbie Collier-Sublett.
Biography[]
Early life[]
Williams was raised by his controlling, overbearing mother, a failed opera singer who expected him to follow in her footsteps and berated him when, like her, he could not make the cut. He grew up to hate women, but remained childishly attached to his mother, living with her well into adulthood and calling her "mommy".
He works as a petitioner, and begins raping women whose signatures he collects, as he knows their addresses from the petition forms. He preys on women who do not fit his mother's antiquated standard of a "good girl", women he sees as promiscuous and irresponsible.
He wears a "Prince Charming" mask and plays opera during the assaults, seeing himself as a "gentleman" because he performs small favors for his victims after raping them, such as fixing their broken appliances or warning them about crimes in the area.

After Williams rapes Savannah Ross, the Special Victims Unit connects her assaults to a series of rapes in the area. The detectives briefly suspect that Savannah is making up the assault to get housing vouchers and get out of trouble at work, but they change their minds after finding trace evidence at a rape connected to a number of burglaries committed the year before, and they realize that both crimes were committed by the same person.
Detectives Amanda Rollins and Dominick "Sonny" Carisi question Savannah and prior victim Nancy Fox, and both remember signing petitions right before their rapes. Carisi and Detective Fin Tutuola investigate the petition company and discover that Savannah took a selfie with Williams. They go to Mrs. Williams' apartment with a search warrant, and find jewelry belonging to the victims, some of which he gave his mother.
The detectives catch Williams in the act of assaulting another victim, and he runs to the roof of the woman's apartment building. During the pursuit, Williams pulls a gun, and Rollins tries to talk him down by telling him he is "one of the good ones" who treats women with respect because his mother raised him to. Williams responds that he was trying to make his victims act like "good girls". He then tries to leap to another rooftop but falls short, ending up dangling from the ledge. Carisi tries to pull him up, but Williams loses his grip on Carisi's hand and falls to his death.
