Saint Topman Warcury is one of the main antagonists of the One Piece anime and manga series. He is one of the Five Elders and a high-ranking Celestial Dragon. He has a lot of power and influence within the World Government. Warcury serves as the Warrior God of Justice within the World Government.
He is voiced by Masato Hirano in Japanese and by Kurt Kleinmann in English.
Personality[]
Like the elders, Warcury is concerned with maintaining order in the world, particularly the Three Great Powers. He has a strong dislike for members of the D. clan such as Monkey D. Luffy for how he goes against the World Government. Like the other elders, Warcury is adamant in stopping anyone from studying the Void Century and will resort to murder to prevent anyone from studying it for reasons not known.
He is also particularly concerned about the interactions of powerful pirates in the world like Shanks and Whitebeard making contact. In addition, Warcury acknowledges Jinbe's position as one of the Seven Warlords of the Sea since he thinks it can help maintain a harmonious relationship between humans and fish-men.
Unlike Saturn, Warcury does not take an admiral's lack of seriousness lightly and is not pleased to hear that Aokiji is not doing his job to the best of his ability. Warcury also does not take hostile attitude from individuals like Akainu lightly and would remind him of how it was his fault Kuzan defected to join the Blackbeard Pirates. From nearly all situations involving Luffy, Warcury would prefer for Luffy to be dealt with and is unhappy to hear that he has defeated Doflamingo and would prefer for Kaido to kill Luffy in battle. Warcury also expresses frustration over seeing an image of Luffy in his Gear fifth form and his full name on his bounty poster and vehemently demands that the bounty poster be changed to remove the D. initial.
Warcury, like the other elders, is shown to be respectful of Imu and is willing to kill anyone who has seen Imu, such as Cobra. When confronted by an enemy like Sabo, Warcury does not hesitate to try and kill him. In addition, Warcury is shown to be in support of spreading lies if it is meant to alleviate him, the other elders and Imu, of their roles in a crime such as framing Sabo as Cobra's murderer. When Imu chooses to have Lulusia destroyed by the Mother Flame, Warcury is shown to note that size of country to Imu to let them know where they are choosing to aim their weapon. When Imu tells Warcury that it does not matter, Warcury agrees with Imu's decision thinking that it would be a fitting punishment for the country for showing defiance to the World Government.
Warcury is notably the only Elder to have demonstrated some degree of humanity, as he initially expressed concern of the annihilation of Lulusia due to its population, though he immediately dismissed it when Imu made it clear that the population was no concern.
Powers and Abilities[]
Warcury possesses powers shared by all of the Five Elders, including apparent immortality, and the ability to communicate telepathically with the others and with Imu. He was shown able to teleport himself via the same pentagram portals used by Saturn, though it is not clear whether this was his own power or Saturn's.
His unnamed Mythic Zoan Devil Fruit allows him to transform into a fengx, a huge, demonic boar-like demon, as well as a human-fengx hybrid. In this form, he is incredibly strong, able to plow through anything in his path, his bull charge able to knock even the Iron Giant dozens of feet backwards, yet he is surprisingly agile and dexterous. He can emit powerful roars infused with Haki, and his tusks are deadly blades. He is incredibly durable, able to survive a point-blank fire blast from Sabo without injury. Luffy himself hurt his hand attempting to punch Warcury with his Gomo Gomo No Red Rock, a technique that had formerly proved able to badly injure Kaido, while not harming Warcury at all. Even striking the Elder with a Armament Haki-imbued giant fist while in his Gear fifth form proved unable to cause any damage to him. Only the Iron Giant was able to injure Warcury, the robot's punch was able to break one of his tusks and causing him to bleed.
Warcury does not seem to possess the weakness to sea water that hinder most Devil Fruit users. Certainly he has no fear of it, as he leapt into the surf in an attempt to prevent the Straw Hats' ship from escaping.
Much like the other Elders, he is skilled at several forms of Haki, and has been seen using Observation and Supreme King techniques.
Biography[]
Warcury, along with the other elders, led the World Government for many years. He would oversee political, judicial, and social issues in his position. Warcury, along the other elders, was strongly against the Ohara Scholars studying the Void Century. Although the elders told them to stop what they were doing, the scholars refused which led to elders ordering their deaths.
After the Ohara incident, Warcury along with the other elders agreed to Spandam's plan of retrieving the Ancient Weapons. Unbeknownst to him and the elders, Spandam intended to use the weapons for his own agenda.
Warcury along with the elders heard information involving contact between Shanks and Whitebeard. Warcury also held Luffy's bounty poster and commented on keeping an eye on Luffy since he was the one that defeated one of the Seven Warlords, Crocodile. They had Crocodile's warlord status removed and had him and his organization members sent to Impel Down.
After the events of the Straw Hats entering and leaving Skypeia, Warcury, Saturn, and the other elders talked about Admiral Aokiji. Warcury was not pleased to hear that Aokiji is not taking his position seriously. After the Straw Hat Pirates and their allies saved Franky and Nico Robin from CP9, the elders got news about Shanks and Whitebeard making contact with one another in the New World.
Warcury and the other elders speak about the events of the Paramount War after its conclusion and other topics important to them. Warcury comments on Jinbe's turn against the World Government and how his turn would no longer uphold good-standing between fish-men and humans. Warcury also commented on Blackbeard's rise to power since he now stands out for having two devil fruits.
During the Straw Hat's arrival in Dressrosa. Warcury and the elders got into a heated conversation with Akainu. Akainu berates them for their role in allowing CP0 to support one of the warlords, Donquixote Doflamingo. Warcury along with the elders and Akainu were upset to hear that Luffy defeated Doflamingo and that Dressrosa has been reduced to rubble during the conflict. Similarly to Crocodile, they revoked Doflamingo's warlord status and had him and his entire crew sent to Impel Down.
Warcury and the other elders prepares themselves for the Levely. They allowed a brief meeting with Figarland Shamrock who came to them in a hooded cloak to tell them about a pirate. After their meeting with Shamrock, Warcury and the other elders discussed the Nefertari Family and noted how they were traitors. They meet with Imu in the Empty Throne Room and bowed down to them as they sat on the Empty Throne. Warcury and the other elders desire to hear which light needed to be extinguished from history. After their meeting with Imu, they meet with King Nefertari Cobra, the king of Alabasta. Cobra had questions about Queen Nefertari Lili's disappearance and the meaning of the D. Imu appears to Warcury and the other elder's surprise and leads the conversation with Cobra. Warcury and the other elders pull out their weapons. Warcury informs Cobra that he would not leave the room alive after seeing Imu. When Cobra revealed Warcury, the elders and Imu that Lili's full name was Nefertari D. Lili, Imu attacks Cobra and Sabo comes out of hiding to attack Warcury and the other elders with his fire-fist attack. The elders were unfazed by the attack and each transformed into mysterious creatures in an attempt to murder Sabo and Cobra. Warcury, the other elders, and Imu injures Sabo. Cobra protects Sabo from the elders and Imu allowing for him to escape. The elders and Imu murders Cobra and they all notice Wapol witnessing the scene. The elders framed Sabo as Cobra's murderer while also informing the Levely meeting participants that Wapol will not be participating in the Levely any longer. The elders informed the authorities that Sabo escaped.
After their battle in the Empty Throne Room, Warcury and the elders discussed Sabo and his connection with people with D. in their names. Imu contacts the elders to tell them that they wanted to test out Vegapunk new weapon of mass destruction. Imu says they wanted to use it on Lulusia kingdom. Warcury tells Imu that the country is heavily populated, but Imu shares that it is not relevant to them. When Ju Peter asks Imu their reason for targeting Lulusia, Imu shares that it close to their location. Warcury and all the elders agreed with Imu's decision to prepare the weapon to attack Lulusia Kingdom.
Warcury and the elders kept a close eye on the major conflict in Wano involving the Pirate-Mink-Ninja-Samurai alliance and their battle against Kaido, Big Mom, Orochi's army, and the Beasts Pirates. They wanted to have Nico Robin assassinated during the raid via CP0. They also instructed Guernica to try and have Luffy killed during the conflict. They commented on Luffy's new awakening as the Sun God Nika. After Kaido's and Big Mom's defeat, the elders discussed how they would try and cover up parts of this incident. Warcury was shocked and angry to see Luffy's new bounty poster and demanded that it be amended to remove the D. from his name.
After Lulusia Kingdom is destroyed, Warcury and the elders commented on Sabo being on the island at the time of the destruction. The elders also prepared to deal with the issue involving Vegapunk on Egghead Island and allowed Saturn to go the island directly to confront Vegapunk.
Before Saturn arrives on Egghead, York contacts the elders about the situation on the Egghead before Luffy talks to them for a short moment and the call ends abruptly. Moments after Saturn arrives on Egghead, Dr. Vegapunk's video message is broadcasted and the elders are concerned about its source. As Warcury wonders where the source of the message is coming from, Ju Peter tells the other elders that he thinks it is coming from the Labophase area of the island. Saturn communicates with them telepathically and tells them he think Kizaru killed Vegapunk. Saturn prepares the summoning of the other elders onto the island to deal with the ongoing problems. Warcury appears on Egghead Island in the form of the Fengxi to confront Luffy. Warcury along with Saturn and Ju Peter tries to kill Luffy but was soon confronted by Dorry and Brogy. Warcury and Saturn are both surprised to see the giants appear. When Warcury overhear the giants tell Luffy about escaping the island, Warcury lets out a powerful scream and Conqueror's Haki blast. Warcury's tusks turn into giant blades when he attempts to cut down Dorry and Brogy, but the two of them deflect the attack with their shields. Warcury asks the giants who Luffy is to which they told him that he was their friends. The giants knock Warcury back. As Saturn attempts to kill Luffy, Dorry, and Brogy with a venom attack, Luffy knocks the attack back to Saturn, Warcury, and Ju Peter causing giant explosions. Despite taking the attack from point-blank range, Warcury and the other elders begin to regenerate and heal from the damage immediately. Warcury tries to stop Luffy and the two giant captains from escaping. He is shocked that Mars was unable to stop the truth from happening. When Mars ask if they can just destroy the power plant, Warcury and Saturn denied it when they don't want to lose their military power and ability to create another "Mother Flame".
He is chasing Luffy, Dory and Broggy who are getting away while shown anger of Vegapunk's pre-recorded message. Warcury soon turn his attention on Emet, but he let Luffy, Dory and Broggy got away. He attacked Emet and sending the robot to the ocean, temporarily stop the broadcast for the moment. Despite his efforts however, the broadcast is still active due to the Den Den Mushi's circuits remained intact. Mars attempted to destroy the Giant Warrior Pirates' ship, but was intercepted by Emet, when the Iron Giant delivered a devastating punch at the Elder as well broke his face and one of his tusks. He and Ju Peter attempting to destroy Emet to stop the broadcast not before the Iron Giant decided to use "that" when the time has come.
Warcury once again bashed Emeth to destroy the Broadcast Den Den Mushi (although it was already too late). He and the other Elders tries to stop Luffy, Bonney and their allies from getting away. However, they were blown away by Emeth while using a store of Joy Boy's Conqueror's Haki, reverting to their original forms. Warcury, Ju Peter and Nusjuro was sent back to Mary Geoise.
Warcury and the other Elders sees Figarland Garling came into the Authority Room. They questioned Garling. Warcury asks Garling who gives him the new orders until he and the other Elders realizes Saturn was killed by Imu for his failure and replaced him with Garling as their new fellow Elder.

- Like his other fellow Five Elders, Topman Warcury's name is taken from Mercury, one of the planets of the Solar System.
- Warcury's title/occupation as Warrior God of Justice is based on Japan's Minister of Justice in reality.
- His Zoan-type transformation is based on the Fēng xī, a boar-like creature from Chinese mythology that goes around causing great havoc and terror.
- He may have been intended as an evil version of Soviet leader Mikhail Gorbachev, given his appearance. Ironically, while Gorbachev was insturmental in ending the Cold War, dismantling the Iron Curtain and granting independence to many annexed nations of Eastern Europe, Warcury is a tyrant which supports slavery and seeks to subjugate other nations through force.
