Tory Quinlann is the secondary antagonist of the Law & Order episode "Captive". He is a teenager who was kidnapped and held prisoner by pedophile Roger Kraslow for five years, and who murders another boy Kraslow was planning to "replace" him with.
He is portrayed by Liam Aiken.
Biography[]
Early life[]
Tory was raised by his mother, Lisa, and his stepfather, Doug. His childhood was a traumatic one, with Doug frequently beating him. When he was nine years old, he was kidnapped by pedophile Roger Kraslow, who passed him off as his son and sexually abused him for five years. Over time, Tory developed Stockholm Syndrome and thought of himself as Kraslow's son, even using Kraslow's last name.
Eventually, however, Tory grew too old for Kraslow, who began looking for a "replacement". He kidnapped five-year-old Kevin Fogarty and brought him home, making Tory jealous. One day, while Kraslow was at work, Tory smothered Kevin to death with a pillow. Kraslow discovered what Tory had done, and helped him dispose of Kevin's body.
"Captive"[]
After Kevin's parents report him missing, NYPD Homicide Detectives Ed Green and Nina Cassady search for him, ultimately finding his body. While canvassing the area where Kevin was last seen, they meet Tory, and notice that he appears nervous. When Green asks him if he is all right, Tory says that Kraslow kidnapped him five years earlier. Green and Cassady take him back to their station house, where Lieutenant Anita Van Buren asks him where they can find Kraslow. Tory directs them to a recreation center where Kraslow likes to go to watch young boys play basketball, and Green and Cassady arrest him.
Tory is reunited with his mother and stepfather, and accuses Kraslow of murdering Kevin. In an uncharacteristic show of remorse, Kraslow takes the blame for Tory's crime, even though it means he will go to prison for the rest of his life. However, Executive Assistant District Attorney Jack McCoy and Assistant District Attorney Connie Rubirosa learn that Kraslow was at work at the time of Kevin's death, meaning that he could not have killed him; this leaves Tory as the main suspect. Tory cracks under McCoy's questioning, and confesses that he murdered Kevin.
Tory's lawyer argues that Tory was mentally ill at the time of Kevin's murder, his moral sense having been destroyed by Kraslow's abuse. McCoy has Tory examined by forensic psychiatrist Elizabeth Olivet, who notices that Tory becomes angry and defensive when talking about Kevin playing with his things and sleeping in his room. Olivet tells McCoy and Rubirosa that Tory felt threatened by Kevin and resented him for "taking his place".
During the trial, Rubirosa notices that Tory is wearing makeup to cover up a black eye, and finds records of him being hospitalized for a broken jaw before he was kidnapped, which doctors suspected was the result of abuse. She and McCoy realize that Tory stayed with Kraslow because he was afraid to go back to his abusive stepfather. They offer him Tory a lenient plea bargain, but he refuses. The jury finds him guilty of second-degree murder, but McCoy asks the judge to give him a less severe sentence than the charge usually carries, while seeing to it that Kraslow goes to prison for life.

- Tory is loosely based upon two kidnapping victims: the late Steven Stayner, who was kidnapped by child molester Kenneth Parnell in 1972 and held prisoner for seven years; and Shawn Hornbeck, who was kidnapped by child molester Michael J. Devlin and held captive for five years.
