Tsuruoka is the main antagonist of the manga and anime series Talentless Nana. He is the Nana Hiiragi's former superior and now her archenemy who killed Nana's parents and abducted and manipulated her by framing the Talented were responsible to Nana's parent's death.

Biography

Early life

Tsuruoka works for the mysterious Council the organization responsible for sending Talented individuals to the island to be slaughtered such as when Jin Tachibana was forced to kill his other classmates five years prior to the start of the series. When he learned that Mishima Koharu's father had formed a coalition to expose the Council's evil deeds, Tsuruoka arranges to have the parents of Nana Hiiragi killed and then shifts the blame on Talented burglars. After Nana discovers the lifeless heads of her parents, Tsuruoka takes her under his wing as part of a government program he designed (in reality, Tsuruoka abducted Nana after he killed her parents). From a young age, Nana was indoctrinated to believe that the Talented were threats to mankind and that they must be eradicated. After becoming a specially trained assassin, Tsuruoka sends Nana to the island to destroy the recent class of Talented.

Talentless Nana

After Nana had successfully killed five of her classmates, Tsuruoka arrives to the island to speak with the Talented students as well as to further the idea of there being "enemies of humanity" they are fighting against. In secret, Tsurouka speaks to his boss suggesting that they move the Talented students to the mainline of the city not caring that it could result in the deaths of civilians as it would entail toppling the current government and replacing the prime minister. After his meeting, he assigns Moe Makabe to Nana under the threat of holding her grandmother as a hostage.


When Michiru Inukai sacrifices herself to heal Nana at the cost of drawing from her lifespan, Tsuruoka promises that he would help her noting that her body temperature implied that she was trying to heal herself. However, he then shoots Michiru in the head two times to ensure that it does not happen unbeknownst to Nana.

As Nana began to question her mission, Tsuruoka threatens to kill her and bury her alongside the bones of her parents if she refused to fall into line. Taking his promise of him disclosing the truth to her if she were to kill another student, Nana is forced to kill Mishima when Moe leaked her information to Tsurouka and demands that he tell her the whole truth.


Horrified that she had been killing the students in senseless fashion, Nana has a mental breakdown and contemplates suicide. She then turns the gun on her now superior but refuses to shoot him. Disgusted, Tsurouka orders his men to kill her only for Jin to intervene. He once again gives him the offer of joining him, but he rejects it. Tsurouka then decides to leave Nana alive for the time being solely for amusement.


Tsurouka discovers Nanao Nakajima's unconscious body drifting in the ocean and decides to make him another pawn of his. When Nanao comes to, he uses his Talent of negating other Talents to disengage one of the scientists. After Tsurouka explains his predicament, Nanao's father arrives and violently demands him to apologize for inconveniencing the staff. Unfortunately, Nanao's Talent ends up killing him further sending him off the deep end. Tsurouka offers to return the young man if he were to leave the facility by going right, but he also explicitly tells him that he would be waiting in the laboratory if Nanao were to take a left turn. From there, Tsuruoka brainwashes Nanao into becoming the very enemy of society that Nana claimed him to be and learns to stop bodily functions with his Talent.
