Ramiel, better known as Ramie or Uncle Ramie, is the main antagonist in the second season of Panty and Stocking with Garterbelt.
He is King Liniére's younger brother, the father of Polyester and Polyurethane, and the Anarchy Sisters' uncle. Driven by jealousy and a desire for power, Ramie orchestrates a coup against his own family to claim the throne of Heaven. In the Japanese dub, he was voiced by Toshihiko Seki. In the English dub, he was voiced by Devon Stewart.

Ramie initially presents himself as a concerned and responsible uncle, apologizing for his sons' failures and appearing to care for family harmony. However, this facade masks his true nature as a power-hungry, manipulative tyrant consumed by jealousy toward his older brother. Beneath his polite exterior, Ramie is deeply resentful of being "third in line" to the throne and believes himself more worthy of ruling than Liniére. He views his brother's more relaxed approach to governance as weakness and sees Heaven's current state as chaotic and fallen. Ramie is a religious extremist who believes in absolute order and unity, willing to commit genocide to achieve his vision of a "pure" Heaven. Despite his villainous nature, Ramie does show genuine care for his sons Polyester and Polyurethane. Unlike how he treats others, he never abuses them and allows them to call him "Father" rather than demanding formal titles like "Your Highness." This paternal affection appears to be one of his few redeeming qualities, suggesting he's capable of love but reserves it only for his immediate offspring. His narcissism is evident in how he refers to his coronation as "God Fes" - a festival entirely centered around glorifying himself. Despite his claims of bringing order, Ramie is ultimately driven by selfish desire for power and recognition.

While most of Ramiel's past remains unknown, he was born as the younger brother to Liniére, making him third in line for the throne of Heaven. Throughout his life, he harbored deep resentment at being overshadowed by his older brother and being relegated to a lesser position in the royal hierarchy. This jealousy and ambition would eventually drive him to plot against his own family.
Season 2[]
Ramie is first mentioned in "The Brothers From Heaven," when his sons Polyester and Polyurethane descend to Earth on a mission to eliminate demons while targeting Panty and Stocking. After their failure, Ramie emerges from Heaven to reprimand his sons for their incompetence, the destruction of Daten City, and their wasteful spending. He apologizes to his nieces for the trouble and brings them back to Heaven, though in a post-credits scene, he forgives his sons and allows them to continue their feud with the Anarchy Sisters. In "Independence Dick," Ramie is indirectly mentioned when Polyester and Polyurethane explain that his heavy workload prevents him from spending time with them, hinting at his growing political machinations. Ramie's true nature is revealed in the three-part finale "Heaven Wars." When Panty and Stocking return to Heaven with their demon allies Scanty and Kneesocks, Ramie uses this as evidence of his brother's family's "corruption." He argues that Liniére's tolerance has led Heaven into depravity and declares his intention to seize the throne to restore order. Using a recording of Liniére saying "Alright, alright already!" as supposed abdication, Ramie claims the crown and becomes the new King of Heaven. He immediately imprisons Liniére and Queen Silk in iron maiden-like devices, turning them to stone through torture. Now in power, Ramie launches "God Fes," his twisted coronation celebration. Using an electric guitar and amplifier as weapons, he begins systematically converting all the gods into stone, grinding them into ash to create the Forbidden Ancient Heavenly Weapon - a superweapon capable of destroying both Hell and Earth. When Brief arrives to rescue Panty and Stocking, Ramie shoots him repeatedly, but the young man's determination to protect the sisters inspires them to break free from their stone prisons. This leads to an epic final battle where Ramie, piloting a mecha formed from his sons' vehicle, faces off against the combined forces of angels, demons, and humans. Despite his power, Ramie is ultimately defeated when the improvised family of heroes destroys both his mecha and the Heavenly Weapon using the "Armed Fuck Gun." The destruction of the weapon restores all the gods he had killed, and by New Year's Day, Liniére and Silk have reclaimed their rightful positions as rulers of Heaven. Showing mercy, Liniére chooses not to hold a grudge against his brother, suggesting Ramie simply needs to spend more time with his family - though his ultimate fate remains unclear.
