Bernard, also known as The United Liberty Paper Contact is a major character of HD Universe Grand Theft Auto Games. Serving as the overarching protagonist in Grand Theft Auto IV, a minor antagonist in Grand Theft Auto V and a major character in Grand Theft Auto: Online.
In Grand Theft Auto IV and Grand Theft Auto V, he was voiced by the late Milton James, who also voiced Roman's Kidnapper in the same game, Senoh in Street Fighter II: The Animated Movie, CABAL in Command & Conquer: Tiberian Sun and Moneybags in Spyro 2: Ripto's Rage. In Grand Theft Auto Online, he was voiced by Jeff Steitzer.
History[]
Past[]
Little is known for certain about ULP's past, but what is known is that he was born sometime between 1943 and 1963 and had some unknown connection and/or involvement in the Yugoslav war, implied by his ability to speak fluent Serbian to Niko Bellic and saying "Just like the Old Country" but it's never specified if he somehow knew Niko during his time in the war.
Grand Theft Auto IV[]
Shortly after Niko Bellic managed to steal a bag of cocaine in an abandoned hospital from the Angels of Death and the Spanish Lords, he is confronted by "Michelle" who reveals herself to be working for the IAA and takes the drugs to put Elizabeta Torres in prison for the rest of her life. Later on, Niko meets with Michelle again who introduces him to the United Liberty Paper Contact who tells Niko that he's going to be doing several jobs for them and in exchange, he will help Niko find the man he's looking for.
In the mission "Wrong is Right", Niko goes to Oleg Minkov's house who is implied to be either a spy or a journalist that ULP wants silenced. Niko finds Oleg's laptop and discovers he's going to be meeting a friend named Vasily outside a jewelry store, so he hurries to intercept them, killing Oleg and possibly Vasily as well.
In the next mission "Portrait of a Killer", ULP orders Niko to kill a terrorist funder by the name of Adam Dimayev in Dukes, as well as all of Adam's guards.
In the third mission "Dust Off", ULP wants Russian businessman Eduard Borodin's private helicopter so that it can be used for a future mission. Niko follows Eduard's helicopter as it takes off until it lands at a dock where Niko ambushes a meeting and steals the helicopter, then delivers it to the IAA at the airport.
In the fourth and final mission for ULP, "Paper Trail", Niko is to fly the helicopter that he stole in the previous mission with his friend Little Jacob to assassinate Eduard Borodin. Niko follows him until he is over the ocean and Little Jacob fires an RPG to kill both Eduard and his pilot instantly.
ULP makes a brief appearance during the mission "Liquidize the Assets", where it's revealed that ULP is friends with dying mob boss Jon Gravelli, sitting next to him in his hospital bed as they chat.
After Niko does several more missions for numerous Italian gangsters, ULP finally delivers on his promise and kidnaps Darko Brevic from Romania to deliver him to his undetermined fate at the mercy of Niko Bellic. After this, ULP is never seen or heard from in GTA IV again.
Grand Theft Auto V[]
ULP makes a surprise, yet short appearance at the end of the mission "Monkey Business", after Michael De Santa, Dave Norton, and Steve Haines steal a deadly nerve toxin but are nearly caught by ULP and several other IAA operatives who arrest Steve after he tries to make them believe he's a double agent.
He appears once more during the mission "The Wrap Up" where he once again attempts to arrest Steve Haines, Michael, Dave Norton, and Andreas Sanchez. After Steve is shot again and Andreas is killed, a firefight ensues. During the battle, the contact and his men defend themselves and eventually escape the Kortz Center where the firefight is taking place. During this escape, the Contact can seemingly die by being shot by Michael, Merryweather Security operatives, or the FIB. However, even if he is killed in this mission, GTA Online reveals that he survived the incident.

The Doomsday Heist[]
ULP appears once again during the second act's heist setup "The Bogdan Problem" where he's been kidnapped by Bogdan's crew. The players kill all of the agents guarding him and then take him to a field hanger for safe keeping.
He appears for the apparent last time in "The Doomsday Scenario", where the players must escort his helicopter to the IAA hideout while they're chased by Avon Hertz's goons. Once he's arrived, Phoenicia Rackman thanks the players for keeping him safe and refers to ULP by his first name Bernard, confusing Lester Crest.
