The Urban Rehabilitators or "Rehabs" are the main antagonists in RoboCop 3. They are a paramilitary force formed by OCP, led by their commanding officer, Paul McDaggett.

Role[]

They had previously participated in, and won, the Amazon War. They were led by McDaggett. Their job was to clear out Old Detroit to make way for Delta City. Their message to the public was that they would be looked after in rehabilitation centers while their homes were being rebuilt. This was not true and they turned out to be little more than thugs even killing some of the people in order to clear the area.

A small group of rebels fought back and managed to hold Cadillac Heights long enough to keep their homes. When the task of clearing out the Old Detroit does not go smoothly as they expected, McDaggett employed Splatterpunks, a vicious street gang from Old Detroit to assist the Rehabs in eliminating the remaining rebels in Cadillac Heights. (one could theorize that the Splatterpunk gangs are a result of the heavy use of Nuke from RoboCop 2 amongst teens and adults.) But even with their hyper-violent tendencies and degraded mental capacity (could be a result of the drug fading from the streets after the death of Cain and the destruction of the Nuke Labs) did not help.

During the fighting the Commander of the Rehabs, McDaggett, killed Officer Anne Lewis, prompting RoboCop's joining of the rebels. The Rehab officers were probably disbanded after OCP was bought out by the Kanemitsu Corporation. It's also possible that after the death of McDaggett, the remaining Rehab officers were arrested and facing criminal charges for their crimes and inhumane practices.

Weapons & Equipment[]

Rehab officers are clad in chest Armor and riot helmets similar to the Detroit poilce force. They are armed with Ruger Mini 14 bullpup assault rifles with flashlight as their primary weapon. They also wield UZI submachine guns, MAC-11 submachine guns and either a Desert Eagle or Beretta 92FS as their sidearms.

Vehicles used are Ward President buses, Boyertown Merchandiser & Percision Step SWAT vans, Oshkosh F-Series truck with crane, Suzuki Cavalcade LXE motorbikes with sidecar, Arrowpointe Dragoon 300 patrol tanks. Bell 206 choppers were used at one point but only for aerial support.

  • They were first mentioned in RoboCop 2 but were addressed as 'Urban Pacifiers' by the Old Man.
