What's the work?[]
Hulk and the Agents of S.M.A.S.H. is an animated series published by Marvel featuring the Hulks fighting against the villainous that endangers their hometown and the work.
Who's the candidate?[]
Abomination is the recurring antagonist of the series. He is modified after his comic book counterpart.
What has he done?[]
In his introduction episode, he escaped and successfully captured four of the Hulks. He also unveiled his plans of blowing up the continent to blame the Hulks for it. That plan was foiled after Hulk and Ross climbed on the rocket to stop him, only our heroes to escape while Ross suffered his hand from his first defeat.
Upon his return, Emil returned and decided to take over Vista Verde and claimed that the Hulks are the threats that need to be stopped. He took over the military and used one of Ross' weapons to annihilate the town, and nearly succeeded until our heroes stepped in. Abomination was once again defeated.
He later attempted to kill a dinosaur named Devil, not caring if he's innocent or not.
He also released the Wrecking Crew to defeat our heroes, which could result in a catastrophe where Absorbing man can consume the world.
Emil then returned to a village and enslaved it, and he was forced to help the heroes to defeat the main villain of the episode, who tried to use monkeys as weapons to terrorize the world. He was later arrested.
Emil later returned as Ghost Rider drained his gamma energy in him, which is for punishing the crimes he did. What happened to him next is unknown.
Mitigating factors?[]
Although Abomination did start as a tragic character who was solely created by Ross to defeat the Hulk, he went past that, and at least Hulk managed to change as a person, unlike Emil, who rejected redemption, making him fake tragic.
He once did help the heroes, but it was out of pragmatism considering his lack of genuineness he was seen.

Heinous standard[]
So to explain, there are two Marvel Animated Universe that are different continuities, so Black Panther's Quest, Spider-Man 2017, Ms. Marvel Movie, and Guardians of The Galaxy should be left out.
Emil, when he has to be compared to the other villains like Red Skull, was much weaker than anything. His resources are mostly himself, so it would be unfair to compare him to Red Skull, who once attempted to take over the universe with the Tesseract. Emil still stands out for his enslavement on an innocent village, his double attempted mass murder, personal villainy, and lower resources.
