Alright, so, Bahamut was considered as the only PE for Final Fantasy XV, but looking further, this guy? Yeah, seems so...

What's the work?[]
Final Fantasy XV is a series published by SquareEnix, featuring the young prince destined his way to become king and settle peace between two nations while facing dangerous threats.
Who's the candidate?[]
Verstael Besithia is a minor antagonist of the Final Fantasy XV franchise, serving as the main antagonist of Episode Prompto. He is the researcher of the Niflheim Empire, who conducted callous experimentations to expand his empire.
What has he done?[]
Not much known about Verstael's past, and how did he became villainous in the first place. What known from him is that he was once a scientist captured Ardyn to fulfill his experimentations, including abducting infants to conduct those plans. He began to view Daemons as superior life forms, destined himself to ascend as one. Speaking of abducting infants, he once kidnapped a clone infant to continue his plans.
Thanks to his callous experimentations, many regarded him as the hero of the empire, and many worked for him. From there, he developed more weapons to continue his expansions, leaving lives at risk.
In Episode Ardyn, Verstael allowed Ardyn to attack the Crown City, but told him to not continue the attack. Ardyn, however, rejected the offer and hunted down Regis.
In Episode Prompto, Verstael confronted Prompto and failed to amaze that he did not became a daemon. He then decided to ascend himself into a greater being, eventually converting himself into Immortalis. Prompto and Aranea together stopped the weapon, ending his reign for good.
Mitigating Factors?[]
One could interpret that he is affable to Ardyn at first, however, he seems to feign it so he can manipulate Ardyn into working with him.
Other than that, he remained cold and heartless as usual. Even if offscreen villainy existed, we can see the damage.
Heinous standard?[]
We have Ardyn who daemonified thousands of people, and Bahmut attempted omnicide. Even taking resources into account, I believe he still stands out thanks to experimenting on infants. He is also personal to Prompto, so that makes him stands out even more.
