Well hello this proposal was a long one coming and I thought I would go to the franchise that serves as a big brother to Super Sentai, Kamen Rider!!! So without further ado let us get into the candidate and work.

Note: A movie is coming up but he will probably be a minor villain so since he is a confirmed villain nothing disqualifying will most likely appear.
What is the Work[]
The work is a show called Kamen Rider OOO that ran from 2010-2011 and is from the franchise Kamen Rider that started in 1971. In this installment it is about the rider OOO who needs to defend the Earth from the Greeed Kaijin who have awakened. Their mission and desire is to devour the entire Earth and humanity to gain their senses. Although it depends on each of the Greeed as individual goals vary. Anyhow our hero is Eiji who is a wanderer who was born to a wealthy family that publicized him when he was in a war and about his noble attempt to save a girl, that ultimately failed. Therefore he became a nomad and lost any desire he may have had.
One day he came across the Greeed Ankh who was to his surprise just a right hand that formed an alliance with him. They decided to then create a reluctant partnership since Ankh had left his species but was quite hostile to humans. Once becoming OOOs Eiji decided to protect the desires of others and this quest lead him to defeat the evil creations made from humanity's greed called the yummies.
Who is he?[]
Our candidate is the feline greed Kazari who out of the Greeed is the most treacherous and scheming of them all. He along with the other Greeed were created by alchemists by the order of the King through the core medals and the cell medals. While lifeless by itself if nine core medals and cell medals combine it can form a sentient humanoid creation. Kazari was one of them and designated to be the feline one, at one point he like his fellow Greeed got fed up with the King and they staged rebellion to which Ankh betrayed them. Ultimately, all the Kaijin were sealed away and in modern times Kazari awakened at first wreaking havoc in society. However as the show progressed he became more malicious.
He met Kiyoto Maki and together they decided to investigate new things about the Core medals. Therefore he became the first Greeed to be a composite able to harness the powers of his brethren.
What has he done?[]
Kazari after awakening decided to waste no time in bringing hell on humanity with his yummy. The first one he deployed was the Neko (Cat) yummy that was created through the desires of a glutton. The said glutton's appetite then became greater ten fold and he began rampaging through the city. All while being brainwashed by the yummy presence within him. In fact it is revealed that Kazari uses parasite yummies that unlike normal yummies hurt its hosts physically and mentally more directly. By the time Eiji arrived to deal with the evil creation it had made the man super full and he was dying from being overfed. Kazari meanwhile stood with amusement as the man was suffering in his ravenous state. Ankh and Eiji though were able to seperate the parasite from the human and save him but Kazari had succeeded in making a deadly impression. Even giving Ankh a choice to betray Eiji, to which the former refuses.
In episodes not focused on him he still messes with his own Greeed partners as shown with his fights against Uva the insect one. Provoking his rage and then gleefully going about it. It took Mezeru to calm their fights. In fact their first major one was because Kazari stole Uva's cores without him knowing and refused to give it back. On top of that he still had his own self in mind while doing this. Later he met a man called Kiyoto Maki that he began cooperating with. This man worked for the heroes but secretly wanted the destruction of Earth. Therefore he learned that a Greeed could harness other types of medals for themselves (ie. Insect medals) and became very interested.
When his chance arising again he victimized a surgeon and used her resentment towards her father to create Siamese Yummy. This creation wanted to painfully kill him and sadistically too, all while corrupting the surgeon's mind. The father who was the head of the hospital just wanted to make her stronger, not completely alienate her from the business. Like the glutton this caused much pain before it was resolved to everyone and the father was rushed to emergency surgery.
After waiting he turned on the other Greeed and decided to steal all their medals for himself. He first engaged in a battle that required capturing Hina who was the girlfriend of Eiji which he did gladly all in an attempt to lure OOOs. All while even utilizing the dimwitted Gamel the mammal greeed under the pretense Mezeru wanted it. Ultimately while Gamel was fighting OOOs he took the opportunity to stab back at Mezeru and steal most of her medals and injected into himself. Soon all the other Kaijins considered him a traitor but Gamel followed him to Maki. Here Kazari convinced him to consume Mezeru's medals and this makes him unstable and eventually with Maki's interference makes Mezeru who had assimilated Gamel into a mindless creature that was slayed by the heroes.
Now working with Maki he decided to continue his quest and created more parasite yummies but with other Greeed's powers and in one instance was close to completing. In other words reaching a peak form of evolution which all Greeeds ultimately desired. In another plot he uses the feelings of a neglected sister who supports the fame of the other in every way and manipulates her into seducing men and to is not affected in any way by her severe injury. In fact he basks in his power and shows off to Uva and the heroes.
Later he also used a Shocker combatants vengeance to create a yummy to kill OOOs. Even sadistically telling him that his cause was useless anyway. Soon after this event he meets Maki laying flowers at his sister's grave and he mocks that maybe Kazari isn't a good container. This is what both want to achieve and Kazari gets irritated and creates a Panda Yummy out of Maki that squeezes the life out of innocents putting them into a coma like state before it was ended.
Through this time Kazari had found Ankh Lost the other part of Ankh and helped numerous times for him to replace Ankh being a sort of bigger brother. At a certain point Uva died and the two lover Greeeds were reborn joining Maki's newly formed cabal. Kazari accepted them but wanted to seize any moment he had. Ankh lost soon died and he was vary to see the real Ankh here to join them. This revelation leads him to use Gamel telling Ankh was out for Mezeru. That leads Gamel to attacking OOOs and the medals belonging to Kazari become his once more since his fight with King. Using PutoTyranno Eiji manages to heavily damage Kazari and Maki finds him, proceeding to execute him. The reason being he wouldn't become a berserk container and painfully Kazari lost everything, dying forgotten on the cold hard street.
Heinous Standard[]
The standards for OOOs are relatively high with Maki being a cataclysmic scientist but still Kazari manages to stand out. As the other Greeed don't do much but terrorize people. Gamel does standard assault and Mezeru just terrorizes as well. Kazari on the other hand uses parasite yummies that essentially torture and brainwash people in painful ways every single time. Uva once brainwashed someone but that pales in comparison to Kazari who has more memorable instances that stand out. Since Uva wasn't hurting this man just using him. Kazari at times breaks the host and finds complete joy in it.
Therefore these acts are prevalent in each episode he is showcased in not even being once in a while like Maki who isn't torturing people everyday. For Kazari such horrific crimes are normal and the entire game is to use others.
Although Maki did partner with Kazari, the latter doesn't get overshadowed since Kazari even at one point uses Maki and beats him. In a certain sense Kazari without a single murder is able to commit more atrocities than even Maki ever did. The latter of whom killed his sister and exposed innocents to shark yummies. Overall Kazari stands out with his sadistic and long standing acts as more people were affected than any other Kaijin ever did, and in gruesome ways too like the glutton incident.
Mitigating Factors[]
None. Kazari is a sadistic kaijin with no shred of affability or remorse to his character. He uses innocents in painful ways if it benefits him and willingly uses parasite yummies while having alternate choices. Not to mention his most evil sin is harming his own fellow Greeed kaijins. From the way he manipulates Gamel and sends him on routes that benefit him and only him. As well as how he rips the medals barbarically from Mezeru and leaves her to die. The greatest act towards Gamel though is sending him to his death by overfilling him with medals. What makes it worse is that when asked by Maki if he wanted to try he refused showing his blatant arrogance and hypocrisy that others can be test subjects but not him.
When it comes to Maki he even turned on him even at one insult of supreme spite. Harming other people by crushing them just because one guy wasn't kind to him which shows how far his regard for human life goes. Even when Kiyoto Maki finishes him off it isn't played for sympathy as it is well deserved after all he has done.
As for Moral agency debates even though he was created through the medals nothing explicitly states he lacks a moral agency. On top of that he shows complete judgement in everything he does. When Maki says Greeeds can't feel human emotions and feelings he speaking at how they are perceived, and the Greeeds just want to become more like humans thought-wise.
Final verdict[]
Easy yes to this feline that gives Maki a run for his money.
